Fuck RIMPAC 2018!

SUBHEAD: These exercises are a colossal waste of resources and energy that only demonstrate America's suicidal death spiral.

Image above: Naval participants on RIMPAC 2018 on parade for a photo op. From (https://news.usni.org/2018/06/26/rim-of-the-pacific-2018-participation).

For those that don't know RIMPAC is the U.S. Navy term for the "Rim of the Pacific. Evert two years the Navy puts together a nautical dog and pony show that they call RIMPAC "xxxx", where the "xxxx" is the even numbered year in which it takes place.

"Friendly" navy allies from nations proximate to the Pacific Ocean are invited to join the festivities on land, sea and in the air experimenting with new weapons systems, setting off explosives and coordinating he destruction of the planet Earth.

The US Navy likes to show its magnanimity by inviting "potential enemy" nations like China and Russia to join in as observers presumably to scare the crap out of them with the broad show of force. This also gives the nation the option of punishing an "enemy" observer nations with a dis-invitation if they do something we don't like.

This year China was dis-invited (https://www.militarytimes.com/news/your-military/2018/05/23/china-was-just-uninvited-from-rimpac-heres-why/) because it had the gall to continue to build up its presence in the South China Sea. Heaven forfend!

Well here we are again. This year is "RIMPAC 2018"... and it is going on now. Why "Fuck RIMPAC 2018!"? Because it is a costly public relations stunt that pollutes the ocean and kills uncounted numbers of sea creatures. Something we don't need any more of.

Through World War II to date the United States has dominated the Pacific Ocean through diabolic destruction with nuclear weapons and unfettered domination of island peoples. It is a disgusting display.

These RIMPAC war game are headquartered in Hawaii, with Pearl Harbor (on Oahu) and the Pacific Missile Range Facility (on Kauai) playing a major role.

If you don't think these "games" come at a cost to us living on Kauai you are dead wrong. Just go back to our post whale on pod stranding of a whale in Hanalei Bay in 2004 due to RIMPAC activities at the bottom of the list or articles below for a taste of the US Navy's games.

Strafing run at Salt Pond Beach

SUBHEAD: Lifeguards on duty thought the military helicopters were a clear danger to the public.

Image above: Attack helicopter traverses Salt Pond Beach Park at low altitude from east to west as beachgoers watch. Note the chopper is right over cars parked at the far side if the beach. See image below for close up of cars. Photo by Juan Wilson.

This is the second time I have witnessed what amounts to practice strafing runs over an occupied county public beach park on Kauai, Hawaii. It is not welcomed.

Below are images and a short video that caught on my iPod as two military helicopters flying low and hot in at least four passes from east to west and back over Burns Field.

Burns is an unregulated airstrip at Puolo Point shared by small private civilian and commercial aircraft. There is no control tower, personnel or traffic regulation at the fields.

Image above: Vehicles park along fence of Burns Field for access to beach for swimming and fishing. Photo by Juan Wilson.

These maneuvers brought them over the Salt Pond Beach area including a sandy beach and ocean swimming area occupied by tourists and locals that often park near the end of the Burns Field runway.

one of  the helicopter's passed was higher from west to east. See video below.

Image above: The two  helicopters heading west over water of Salt Pond Beach Park in one of at least four runs at Burn's Field. In most they approached the area and dropped to lower strafing altitude. From (https://youtu.be/dQvwrn8EMPQ).

I spoke to the lifeguards on duty at the time. They were appalled by the risks of flying so low over a swimming area. They thought it clearly a danger to the public.

One aircraft appeared to be a UH-60 Black Hawk and the other a Bell Cobra attack helicopter, both used by the US Army.

The Navy operates two 7,000 foot long runways with a control tower, fire trucks and safety equipment just a few miles from this beach. Why can't the Army make what look like strafing runs there? Is it because they would have to ask permission of the Navy and might be turned down?

These copters likely flew from Oahu - Probably from the US Army's Schofield Barracks airfield.

GMOs - China - Syngenta

SUBHEAD: China pushes public to accept GMO food products as Syngenta takeover nears.

By Shuping Niu on 21 May 2017 for Bloomberg -
(https://www.bloomberg.com/news/articles/2017-05-22/china-pushes-public-to-accept-gmo-as-syngenta-takeover-nears)

Image above: A bowl of genetically-modified "Golden Rice." Photograph by Imaginechina. From original article.

China will carry out a nationwide poll next month to test the public’s acceptance of genetically-modified food, a technology the government says would boost yields and sustainable agriculture in a country that’s seen consumption soar.

Beijing’s prestigious Tsinghua University and two other Chinese colleges will carry out the survey, said Jin Jianbin, a professor at Tsinghua’s School of Journalism and Communication. The poll, sponsored by the government, will be carried out in tandem with a campaign on social media to broadcast basic knowledge on GMO technology, which is widely misunderstood in the country, Jin said.

China is the world’s fourth-largest grower of GMO cotton and the top importer of soybeans, most of which are genetically modified and used for cooking oil and animal feed for pigs and chickens. But public concern over food safety issues and skepticism about the effects of consuming GMO foods have made the government reluctant to introduce the technology for staple crops.

A 2012 trial of so-called Golden Rice -- a yellow GMO variant of the grain that produces beta-carotene -- caused a public storm after reports that the rice was fed to children without the parents being aware that it was genetically modified.

“Many Chinese turn pale when you mention the GMO word,” said Jin in his small office. Some still believe GMO food can cause cancer and impair childbirth, due to misleading reports in newspapers and social media, he said. A recent decision by a local legislative body against growing GMO crops has added to public confusion, Jin said.

‘Half-Cooked Rice’

The national survey aims to discover what the public’s concerns are so that the government can resolve the confusion, Jin said. “If the government pushes ahead before the public is ready to accept the technology, it would be embarrassing -- like offering a pot of half-cooked rice to eat.”

Jin said he expected the poll result to show that the general public’s perception of GMO is still negative, but “as more people get to know the technology, more would be willing to accept it.”

The lack of an authoritative scientific institution to answer questions, the widespread illegal cultivation of GMO crops, and public mistrust of government authorities after a series of food scandals have all contributed to skepticism about GMO, Jin said.

Producers of GMO crops claim they offer improved yields, enhanced nutritional value and resistance to drought, frost and insects. Critics have raised concerns over safety and potential adverse ecological effects.

Last year, the U.S., the world’s largest producer of GMO crops, mandated that food makers label products with modified ingredients. EU lawmakers this month objected to imports of herbicide-resistant strains of corn and cotton.

Syngenta AG, which produces genetically modified seeds for corn, is gearing up for rapid expansion in the country after shareholders accepted a $43 billion offer for the Swiss agribusiness by China National Chemical Corp. The Chinese state-owned company is expected to complete the deal this month.

The American Chamber of Commerce in China had complained that U.S. strains of GMO suffered from slower and less predictable approval for import into China. Chinese and U.S. officials have agreed to evaluate pending U.S. biotechnology product applications by the end of the month, including corn and cotton.

China itself has spent billions on research of its own GMO technology over the past decade, but has not allowed commercial production of grains, with scientists citing public resistance as part of the reason for the delay. China has said that it will allow commercial production of modified corn and soybeans by 2020.

Government officials have said that the country would introduce the use of the technology first on feed grains after cotton. China’s corn consumption is estimated to grow nearly 20 percent in the coming decade on demand for protein-rich meat and dairy products.

Syngenta sells Hawaii Sites

SUBHEAD: IB Publisher's note - this is because of the extent of military operations throughout the state of Hawaii and on Kauai the large Syngenta presense at and around the PMRF where research and development and testing of new weapon systems takes place.

By  Jessica Else on 12 May 2017 for The Garden Island -
(http://thegardenisland.com/business/local/syngenta-sells-hawaii-sites/article_330d8eae-ebd4-55a0-8acb-cb1246eedcbb.html)

An Iowa company is taking over the Hawaii Syngenta sites, including the location on Kauai’s Westside, but day-to-day activities will stay the same, according to company representatives.

The purchase agreement between Hartung Brothers, Inc. and Syngenta was announced Thursday. The deal should close by the end of June for an undisclosed amount.

“There are no planned reductions (in staff) resulting from this,” said Paul Minehart, Syngenta spokesman.

Syngenta’s Kauai location employs about 100 people.

Hartung Brothers, Inc., is a seed company founded in Madison,Wisc., in 1975, that has been providing seed corn production, processing and distribution services to Syngenta since the 1980s.

“We are extremely pleased to have this agreement with Hartung Brothers for our Hawaii sites,” said Ed Attema, Syngenta head of Global Seed Operations, Production & Supply in a press release. “The goal has been to have our employee talent base and facilities maintained and to contract work with the new owner, and that will be achieved.”

All employees will be offered employment by Hartung when the acquisition closes, according to the release.

Part of the agreement includes Syngenta contracting current Hawaii-based seed production activities from Hartung. According to the release, the purchase “ensures ongoing crop innovation will continue to be part of Hawaii agriculture, which plays an important role in food production for the U.S. and around the world.”

Bennette Misalucha, executive director of Hawaii Crop Improvement Association, welcomed the new agribusiness to the Hawaii agriculture community.

“Hartung Brothers, Inc.’s purchase of Syngenta’s Hawaii operations will ensure the preservation of jobs and continuation of seed production activities on Oahu and Kauai,” Misalucha said.

Activists who have been asking the state to regulate pesticide use by the agribusiness companies on the Westside are keeping an eye on the sale, hoping to see a change in practices.

“It would be refreshing if a company came in, grew something non-toxic and profitable, (so) that we could have jobs that are safe from continual pesticide exposure,” said Jeri Di Pietro, of Hawaii SEED.
Di Pietro said she hopes Hartung Brothers will use practices that remedies the soil.

“Even the worst soil can be made healthy again, we need to see what this new company has in mind,” she said.

In August, Syngenta Seeds announced a potential $43 billion sale of the company to China National Chemical Corporation (ChemChina) and the deal between the state-owned ChemChina and the Swiss-owned Syngenta is nearing completion.

In a Wednesday announcement, the two companies said the takeover has won support from about 80 percent of Syngenta’s shareholders.

The transaction required 67 percent of shareholders to accept the acquisition. According to a timeline provided by the companies, the first half of the settlement will be paid on May 18 and the second half will be paid on June 7.

ChemChina is headquartered in Beijing and owns production, research and development, and marketing systems in 150 countries and regions.

Since the August announcement of the pending sale, Hawaii locations have been exempt from the deal by the U.S. Committee on Foreign Investment.

Even so, Syngenta officials have been planning to sell its operations on Oahu and Kauai since the announcement of the possible ChemChina buyout in August.

The purpose was to pursue a different operating model by contracting Hawaii-based seed production activities with the new owner, according to a news release, while maintaining a commitment to developing agricultural innovation in Hawaii.

This isn’t the first time Syngenta has entertained the idea of selling or merging the company. In August 2015, Monsanto abandoned a $47 billion proposed takeover of the company.

Though Hartung is taking over the reins at Syngenta’s Hawaii locations, the family owned agribusiness plans to keep the focus on providing customers with quality seeds and services, as well as maintaining a strong workforce.

“Our company is very much a family business rooted in the work ethic instilled in us by our parents Lorna and Galen Hartung,” said Dan Hartung, president, Hartung Brothers, Inc. “We are excited about the opportunities this acquisition will bring our current customers.”

He continued: “It will also allow us to expand our customer base with new capabilities. We are very impressed with the current Hawaii management team and employees. Their dedication, knowledge and pride shows in all they do.”

Syngenta works about 4,000 acres on Oahu and Kauai for inbred and hybrid seed production sites and was established in Hawaii in the late 1960s.

"No!" to American Militarism

SUBHEAD: Living in Hawaii we are increasingly feeling the brunt of American worldwide imperialism.

By Juan Wilson on 11 April 2017 for Island Breath -

Image above:  Map of the area around Hanapepe Bay noting the National Guard facility, Salt Pond Store, the Poulo Point Runway, and Hanapepe River where military personell have been recently seen. map created by Juan Wilson with GoogleEarth. Click to enlarge.

Back in late 2015, in a comment on an article Ea O Ka Aina: Navy's "Illegal" War Games by Dahr Jamal,  I wrote:

"Keep in mind this navel war is coming to Hawaii in 2016 in the form of RIMPAC 2016. Just like last year the US Navy and its Pacific Rim allies (and others) will come to Hawaii, and especially to Oahu, the Big Island and Kauai. Just last week I witnessed what appeared to be platoon of US Marines checking out the boat landing just north of the 1911 One Lane Bridge on the Hanapepe River. Will there be a US Marine landing of special op zodiacs in my neighborhood this coming summer?"

Well,

For the last few months we have been seeing the increase of American military activity here on Kauai, Hawaii. There have been more active duty troops present in the Hanapepe area than I have ever seen. I mean by that armed platoon squads in combat gear out and about in residential areas.

Hanapepe does provide a home for Army National Guard facility, but most of the time meetings and activities are on the grounds of National Guard facility.

I am sensitive to this issue because live in Hanapepe Valley. It's fairly rural and surrounding communities of Elelele and Hanapepe Heights are suburbs of single family dwellings. The Hanapepe River and its banks, as well as the area of Puolo Point and Salt Pond Beach Park are recreational areas for families, adults and children.

On two occasions on the last two months I've run across camo-uniformed teams of US soldiers carrying weapons at-the-ready along the shorelines of town.

The first time was a bit after a Marine MV-22 Osprey flew over the swimming area of Salt Pond Beach Park to make a loud and disturbing landing and take off at the Puolo Point runway. My wife and I were driving east on Lele Road, coming from the Salt Ponds going parallel to the Puolo Point runway. As we approached Hanapepe Bay where the road turns north a platoon of uniformed soldiers wearing full packs were trotting together with semi-automatic weapons drawn. I think they were marines. We were a bit startled. The area they were coming from is primarily used for recreation. Walkers, fishermen, bicyclists and those who just want to park and watch the sunset are who use the point.

The second time was this last week when I was driving along the shore of Hanapepe Bay heading east by the tennis courts. A group of soldiers, maybe five, were coming out of a private driveway right on the shore where the Hanapepe River meets the Hanapepe Bay. These soldiers were also dressed in camo and had what appeared to be automatic weapons, in their hands (not slung over their shoulders). Their faces were painted to be camouflaged as well. They appeared to be a special forces unit. It was obvious they had come from some practice on the Hanapepe River. Again this is an area used mostly for recreation. Paddlers, kids exploring, fishermen use the area. I do not like the idea of this area of Hanapepe being used by the military for "practice".

Things are definitely "gearing up" for the military on Kauai. The State of Hawaii is about to start construction a complete rebuild of the main bridge over the Hanapepe River. Many are of the opinion that this is being attended to because of the necessity of heavy trucks going to the Pacific Missile Range Facility (PMRF) on the west end of the island as it expands to include Airforce, Marine and Naval military presence.

There is plenty of action in and around the National Guard facility. Salt Pond Country Store is across the street. When there are military personnel at the facility, the store gets their action. Yesterday I was at the store and the guy ahead of me at the cash register caught my curiosity. He was trim with khaki shorts and a maroon t-shirt the read on the back "University of Wake Island - Noledge". As he turned I could see he was a serious looking, trim-bearded millennial.

Image above: A Chevy Tahoe model like the one I saw parked in front of Salt Pond Store opposite the National Guard facility in Hanapepe. From (http://www.tahoeyukonforum.com/threads/the-official-blacked-out-tahoe-yukon-picture-thread.1052/). For more images of this kind of "civilian" presence on Kauai see Ea O Ka Aina: Hands Across the Sand Westside.

This didn't look like a guy on vacation. I followed him out of the store. As I passed him he was getting into the shotgun seat of an new seven-seat  black Chevy Tahoe Yukon SUV with dark tinted windows.  The sun back-lighted the vehicle so I could see the seats were fully occupied by more guys.

These were not tourists. My take was they were either military intelligence or ballistic missile technicians - at least one of whom had recently come from a tour on Wake Island. By the way, Wake Island is the home of the Ronald Reagan Ballistic Missile Defense Test Site.  The Island is administered by the United States Air Force, under an agreement with the Department of the Interior. Nice fit with the PMRF. See more at (http://www.thelivingmoon.com/45jack_files/03files/Wake_Island_01.html)

Kauai military buildup at PMRF

SUBHEAD: Sen. Schatz and Rep Gabbard pushing for Aegis Missile Base on Kauai's westside.

By Kristin Downey on 22 February 2017 for Civic Beat -
(http://www.civilbeat.org/2017/02/congress-how-vulnerable-is-hawaii-to-missile-attack/)

Image above: Aegis command facility at PMRF for test firing Aegis missiles. From (http://www.staradvertiser.com/2015/12/13/breaking-news/video-photos-released-of-kauai-missile-defense-system-test/).

[IB Publisher's Note: This will do several bad things to Kauai. One - it will paint a bullseye on Kauai as a strategic target that would be hit in the first wave of any attack on America from the western Pacific. We should be going in the opposite direction. That is restoring national sovereignty to Hawaii and have a withdrawal of American strategic weapons systems from the islands. The Hawaiian nation could then return to its friendly relations to all in the Pacific Rim.

Moreover, this buildup on Kauai will require additional housing for military personnel and their families. It means three shifts all day everyday and additional traffic on our limited highway.

And worse, another ill effect this Aegis base is likely to have is the eventual closing of Polihale State Park in the name of National Security. Some will argue that the park is a source of many "illegal" activities like homelessness, unsanctioned camping, driving on the beach, and illicit drug consumption.

Advocates of closing access will argue there is no proper road to get to the park and many rental cars are damaged trying to get there. They will say it is also a high risk to inexperienced swimmers and surfers. Just remember in 2009 when rains ruined access to the park the DNLR stalled on fixing access saying it would take years. Because of the "danger" the DLNR chained the gate and denied access to Polihale - to the delight of Syngenta and the US Navy.  Local surfers, contractors and engineers repaved the damaged bridges and fixed the road and forced a reopening of access to the park.

In truth, this park is a vital resource for many residents of the south and west side of Kauai. Regardless of  other "liberal" and even "progessive" positions of Senator Schatz and Representative Gabbard, this issue is a deal killer in terms of our support for them.]

At the request of Congress, the federal Missile Defense Agency is evaluating the threat to Hawaii from ballistic missiles and possible defenses against them.

The little-noticed provision raising questions about Hawaii’s vulnerability was tucked into the massive $607 billion National Defense Authorization Act, which was signed into law by President Barack Obama on Dec. 23. The report will be presented to the Senate and House armed services committees when it is completed.

The provision, Section 1685 of Senate Bill 2943, asks about the costs and benefits of turning the Aegis Ashore Test Complex at the Pacific Missile Range Facility on Kauai into an “operational” weapons intercept site, or a project that may include fielding a medium range ballistic missile sensor “for the defense of Hawaii.”

The provision in the defense bill also calls for creating an updated environmental impact statement, if seen as necessary, that would permit work to proceed quickly.

The report has not yet been completed, according to Chris Johnson, spokesman for the Missile Defense Agency.

“The Aegis Ashore Missile Defense Test Complex at the Pacific Missile Range Facility on Kauai was designed and built as a test asset and was not intended to be an operational facility,” Johnson wrote in an email to Civil Beat.

“While the Department of Defense has no plans to make the AAMDTC an operational facility, we are continually reviewing the feasibility of using current and future ballistic missile defense capabilities to address a range of ballistic missile threats, including North Korean ICBMs.”

The idea of changing the purpose of the Kauai facility has been controversial. Many people are opposed to increasing the military’s footprint in the state. Others fear Hawaii becoming a military target to enemies because of military expansionism on the mainland.

And some believe that the United States has no right to control Hawaii because the overthrow of the kingdom was, in their opinion, illegal.

‘Hiroshima Times 10’

Some danger to the islands could be unavoidable.

“People think of Hawaii as an isolated paradise but it could be targeted by an adversary wanting to neutralize the U.S. military in the Pacific,” said Denny Roy, a senior fellow at the East-West Center in Honolulu and author of a recent journal article, “Preparing for a North Korean Nuclear Missile.”

North Korea’s technical capabilities are growing, and if it fired an missile armed with a nuclear warhead and managed to hit the islands, the results could be dire, Roy said.

“Nuclear would wipe out all life on Oahu,” said Roy. “It would be Hiroshima times 10.”

Roy cautioned, however, that the United States needs to be careful not to overreact to North Korean provocation, which may represent little more than bravado. After all, he said, the resulting U.S. retaliation would destroy North Korea.

There is no immediate cause for alarm, other military experts told Civil Beat.

The Missile Defense Agency’s Johnson said Hawaii is adequately protected from North Korean ICBMs by the U.S. Ground-Based Midcourse Defense System. He said the system includes 36 ground-based interceptors — and will expand to 44 by the end of 2017 — located in California and Alaska. It also includes sensors on land, sea and in space.

“North Korea has not yet tested any operational missile with the range to hit Hawaii,” said Kingston Rief, director for disarmament and threat reduction policy at the Arms Control Association, a national organization promoting arms control policies.

“With each test it is making progress toward fielding a long-range ballistic missile but they are still five to 10 years away from making it operational, according to my understanding,” Rief said

He said members of Hawaii’s congressional delegation would need to decide whether they would encourage turning the Kauai test facility into an operational site that plays a part in the nation’s missile defense strategy.

“It’s a good question for Hawaii’s lawmakers,” Rief said.

Congressional delegation members did not respond to requests for comment from Civil Beat, but are well positioned to influence such a decision. Sen. Mazie Hirono serves on the Senate Armed Services Committee, while U.S. Reps. Tulsi Gabbard and Colleen Hanabusa serve on the House Armed Services Committee.

Making Kauai Facility Operational

On the floor of the Senate a year ago, Sen. Brian Schatz urged the military to “explore new opportunities to strengthen our ballistic missile defense, including increasing the protection of our forces in Hawaii and the Western Pacific by turning the Aegis Ashore Test Complex on Kauai into an operational site,” according to the Congressional Record.

At that time, Schatz said that Reps Gabbard and Mark Takai were “working on” the proposal with the Department of Defense. (Takai died in July of cancer, and was replaced by Hanabusa.)

Schatz discussed making the Kauai facility into an operational site in the context of trying to curtail North Korean belligerence. He said North Korea’s technological capabilities were increasing and it was becoming more provocative.

In the face of requests from China that North Korea stop its missile launch program, the East Asian country instead launched a missile on the eve of the important Lunar New Year celebrations in China, according to Schatz.

On Feb. 11, the North Koreans launched another missile, this one 310 miles into the Sea of Japan, where it landed in international waters. President Donald Trump and Japanese Prime Minister Shinzo Abe learned of the launch as they ate dinner after a golf outing in Palm Beach at Trump’s resort estate.

The two men quickly issued a joint press statement, which was delivered as a news broadcast and also as a video message from Trump’s twitter account. Abe called the missile launch “intolerable” and Trump said that the United States stood “100 percent” behind “Japan, its great ally.”

Two days later, the Pentagon issued a formal condemnation of the missile launch.

The next day, there was another odd development, when the half-brother of North Korea’s brutal and secretive dictator suddenly died, allegedly poisoned at an airport in Malaysia. Kim Jong Nam, was once seen as heir to the family dynasty, according to some reports. But it was instead his half-brother, Kim Jong Un, who took control of the country about five years ago.

Kim Jong Un is the driving force between North Korea’s efforts to build an intercontinental ballistic missile capable of hitting targets in Japan, South Korea or the United States.

The population of North Korea is starving, but the missile launch in 2016 cost about $1 billion, enough money to feed the people of the country for a year, Schatz said in his congressional testimony last year.

Air Force plans to bomb whales

SUBHEAD: USAF asks NOAA for permission to take lives on sea mammals while testing weapons in ocean.

By Juan Wilson on 6 February 2017 in Island Breath -

Image above: Squadron of F-16s at Elgin Air Force Base during exercise Combat Hammer. From (http://www.eglin.af.mil/News/Article-Display/Article/391730/combat-hammer-on-the-ground).

Note, Katherine Muzik PHD emailed us  2/9/17 the following "Weapons testing would happen for five straight days every summer, in an area approxmately 50 miles north of the island. The permit asks for permission to launch nearly 100 missiles each year.Within the request, the military said it was possible that the following species of marine mammals could be effected by the explosions:
  1. Humpback whale
  2. Sei whale
  3. Minke whale
  4. Pygmy sperm whale
  5. Dwarf sperm whale
  6. Pygmy killer whale
  7. Short-finned pilot whale
  8. Melon headed whale
  9. Bottlenose dolphin
  10. Pantropical spotted dolphin
  11. Striped dolphin
  12. Spinner dolphin
  13. Rough-toothed dolphin
  14. Fraser's dolphin
  15. Risso's dolphin
  16. Longman's beaked whale
While the Air Force says no animals are expected to be killed, officials estimate that at least 219 animals were likely to experience a significant change in behavioral patterns, including those involving migration, surfacing, nursing, breeding and feeding.

Military estimates indicate that 382 animals could suffer temporary hearing loss, with roughly 36 permanently losing their hearing.

Humpback whales, Minke whales, Pygmy sperm whales and Dwarf sperm whales are at greatest risk of injury, the military says.

"They rely on their hearing to find food. They also rely on their hearing to avoid predators, said Henkin. "They rely on their hearing to find mates and rear their young. So any time a marine mammal permanently loses its hearing those individuals would be at greater risk of dying."

The 86th Fighter Weapons Squadron, based in Elgin Air Force Base, Florida, submitted request with the National Marine Fisheries Service of the NOAA for authorization to harm the hearing of 637 whales and dolphins from September 2017 through August 2022 while testing ordinance in the ocean range operated by the pacific Missle Range Facility on Kauai. See pdf of Star Bulletin article here (www.islandbreath.org/2017Year/02/170206bombplan.pdf)

The Air Force is applying to NOAA, at the National Marine Fisheries office within the Office of Protected Resources for a permit authorizing the Air Force to do "incidental takes" of marine mammals.

A "take" is when you harass, maim, or kill. The Marine Mammal Protection Act requires that applicants engaging in dangerous actions apply for such authorization permit.

The comment period, which ended today, is to comment on the application in terms of omissions or inaccuracies.

There are two comment periods. This is the first one. After receiving all "relevant" comments (those regarding omissions and inaccuracies), the Fisheries Service will integrate them into a report that will be published, and which will then trigger the second comment period, which will invite comments that are broader than just those for omissions and/or inaccuracies.

The purpose of this report will be to give an overview of the proposed action and its effects on marine mammals, and to set rules that the air force would have to follow in order to minimize the number of allowed "takes."

By the way, this proposed action has nothing to do with sonar. It has nothing to do with the navy. This is about bombing and missiles conducted by the air force above, at and below the surface of the water.

One thing we do know, though, is that cetaceans need a peaceful environment, and that sound travels very very far and is very disruptive to their breeding, feeding, socializing etc. So these explosions would have dramatic detrimental impact.

The proposed action is to take place for five years, between 2017-2022.

USAF to start weapons tests near Kauai

By Associated Press on 6 February 2017 in the Garden Island News
(http://thegardenisland.com/news/state-and-regional/air-force-looks-to-start-testing-weapons-in-kauai-waters/article_8c89a869-0a0f-5f0b-9b45-4fda1e4da1c3.html)

The Air Force wants to resume its weapons testing program at the Pacific Missile Range Facility on Kauai, but some are concerned about the potential impacts on marine animals.

The Air Force in December filed a request seeking authorization for the testing from the National Marine Fisheries Service. A public comment period on the request ends Monday, The Garden Island reported (http://bit.ly/2le1erh ).

The five-year testing of mainly bombers and fighter aircraft would start in September. It would involve the detonation of a variety of missiles and other weapons about 50 miles offshore of Kauai.

The testing could cause sound or pressure-related problems for whales, dolphins and other marine mammals in the area.

Gordon LaBedz of Kauai's whale education group Kohola Leo said the fight to prevent the Army from getting a federal permit will likely end up in court.

"The only way to stop them from getting permits to kill whales and dolphins is to sue them," LaBedz said. "When we do, we usually win, but the conservation community only has so much money for attorneys."

Whitlow Au, who studies the behavior of marine life, said determining the effects of the sounds from weapons testing on marine animals is a complicated process.

"We don't even know the intensity of the sound that reaches an animal caused by a missile launch," said Au, chief scientist of the Marine Mammal Research Program at the Hawaii Institute of Marine Biology at the University of Hawaii.

If a whale in the area dives when a missile is being launched, that could be interpreted as a reaction to the launch, or it could just be natural behavior, he explained.

Au and his students have applied for their own five-year permit with the NMFS to study the effects of noise behavior on whales and dolphins.

While Au is not convinced weapons testing negatively impacts marine animals, he said it is important for the Army to conduct its training without harming sea life.

"These groups of people have to learn how to work together in a collaborative-type relationship," Au said.

MV-22 Osprey landing at Salt Pond

SUBHEAD: Multiple landings and takeoffs of controversial aircraft at Kauai public beach.

By Juan Wilson on 5 February 2017 for Island Breath -
(http://islandbreath.blogspot.com/2017/02/mv-22-oprey-landings-at-salt-pond.html)

Image above: Photo for this article by Juan Wilson of Osprey aircraft landing over Salt Pond Beach Park.

Last Tuesday, January 31st, I was at the beach with my wife Linda and granddaughter Ruby. We were at the kiddy beach at the west end of Salt Pond Park in Hanapepe, Kauai, Hawaii. It was a pleasant sunny day and there were several locals and tourists on the beach and in the water.

At four-thirty in the afternoon a deep guttural growl could be heard coming from the east. In moments the sound amped up as a strange looking "plane" flew past going west offshore of the southern extremity of nearby Puolo Point. The profile was that of uniquely odd MV-22 Osprey helicopter/plane that was developed primarily for the US Marine Corps.

The Osprey has rotational wings that old two turbine propeller engines that allow it to fly much faster than a conventional helicopter yet rotate its engines and land vertically.

"The best of both world's?" Not exactly! I knew from previous reporting that the Marine Corps had been having performance issues with the Osprey.

It was found that the Osprey is quite sensititve to dust entering its turbine engines when landing in sandy and dusty conditions. It has experienced crashes. Hovering for even a short while over dusty terrain had to be severely limited.

I had hard that the military had plans to do training for the Ospreys on Kauaiand be stationed out of the Pacific Missile Range Facility (PMRF). I heard it involved difficult landings and takeoffs from narrow valleys on the Napali Coast. I assumed the passing Osprey was on its way west to land at the PMRF for that training.

But once shortly just past Kamakani near the old Gay & Robinson sugar mill the Osprey could be seen turning around. It approached Salt Pond Beach low and fast. As it past the sound of the rotors was quite load. The Osprey passed right over swimmers and people on the beach and slowed as it came to the runway near Puolo Point.

That's when the thing got really noisy. As it rotated its wings to vertical orientation it ceased traveling horizontal and the engines whined loudly. There must be some strange dynamic between the horizontal and vertical flight that causes chaotic and disturbing vibrations boomed across the water to where I stood a half a mile away. It sounded like a controlled crash.

The Osprey never shut down its engines after landing. In a moment it revved up the turbines and began a vertical take-off. Again chaotic and noisy at it made it transition to horizontal flight. Some people did not understand what was going on and seemed disturbed.

The Osprey took off going east and somewhere over Hanapepe Sound came around to west again and past again heading towards Kamakane. Once there it did a one-eighty and returned to land again. It seemed a little closer to where I stood in the kiddy pond.By this time I was shaking my fist at the Osprey.

Altogether there were three test landings over the public beach.

A a resident of Hanapepe, and a frequent user of Salt Pond Beach Park, I strongly request that the US military use its own 10,000 foot runways at the PMRF for this training activity and stay away from public recreational areas with this controversial aircraft.

The Japanese on Okinawa have had a long struggle with the US Marines and their Ospreys. This Janaury 9th there was a non-fatal crash of an Osprey in Okinawa that brought safety fears to the fore. See (http://www.japantimes.co.jp/news/2017/01/09/reference/nonfatal-osprey-crash-okinawa-brings-safety-fears-fore/#.WJe8rRAnr6g).

Closer to home their has been a crash on Oahu.

After relating this encounter with the Marines to a friend he identified a valley on the Napali Coast where if one hikes these days you will be met with camouflaged armed soldiers coming from hidden structures who will frog-walk you out of the valley.
