Australia suspends Syria overflights

Russia’s Monday decision to suspend a memorandum of cooperation with the US-led coalition in retaliation after a US jet shot down a Syrian Army plane has rattled some US allies, who fear escalating tensions between Russia and the coalition. In what it called a "precautionary measure," Australia became the first coalition member to suspend flights in Syria, claiming it's too dangerous for its planes to fly without the agreement, according to BBC.
“As a precautionary measure, Australian Defense Force (ADF) strike operations into Syria have temporarily ceased,” Australia’s Department of Defense said in a statement, adding its operations in Iraq would continue as part of the coalition.”



“ADF personnel are closely monitoring the air situation in Syria and a decision on the resumption of ADF air operations in Syria will be made in due course.”



“Australian Defense Force protection is regularly reviewed in response to a range of potential threats,” the Department of Defense said.
Australia has deployed about 780 military personnel as part of the US-led coalition fighting the Islamic State in Iraq and Syria

The BBC notes that Australia has a small but highly capable contingent of six F/A-18 strike aircraft; a tanker; and an E-7A Wedgetail early warning aircraft, all based at Al Minhad in the United Arab Emirates.

Most of the Australian strikes have been in Iraq, though its aircraft do also operate over Syria. Australian commanders will reassess the situation in due course. The more fundamental question is what the Russian threat actually amounts to. Is it just rhetoric or does Moscow want to deny certain areas of Syrian airspace to US-led coalition aircraft?

Australian aircraft will continue to fly missions in Iraq.As reported yesterday, Russia suspended cooperation under the “Memorandum on the Prevention of Incidents and Ensuring Air Safety in Syria” on Monday after the US shot down a Syrian Army fighter jet. 

The Russian Defense ministry called the attack “an act of aggression,” on the part of the US-led coalition. The US military neglected to use a communication line with Russia concerning this attack, despite the fact that Russian warplanes were also on a mission in Syrian airspace at the time, the Russian Defense Ministry alleged, conflicting with the Pentagon's explanation of events.

The bilateral memorandum of understanding was signed between the United States and Russia signed in October 2015 to ensure the safety of flights during combat missions over Syria.

In retaliation for the US attack, the ministry warned that Russian missile defense would intercept any aircraft in the area of operations of the Russian Aerospace Forces in Syria.

The Russian Defense Ministry announced, quoted by Sputnik;
"In areas where Russian aviation is conducting combat missions in the Syrian skies, any flying objects, including jets and unmanned aerial vehicles of the international coalition discovered west of the Euphrates River will be followed by Russian air and ground defenses as air targets."
Contrary to the earlier statement by the US, according to which it "contacted its Russian counterparts by telephone via an established "de-confliction line" to de-escalate the situation and stop the firing", Russia claims the US-led coalition command didn't use the deconfliction channel with Russia to avoid an incident during an operation in Raqqa:
"Russian Aerospace Forces' jets were conducting operations in Syrian airspace that time. However, the command of the coalition forces didn't use the existing channel between the air command of the Qatari airbase al Udeid and the [Russian] Hmeymim airbase to avoid incidents over Syria."
We now wait to see which other US allies – Germany, Denmark, the Netherlands, France, Jordan and the UK also are contributing men and arms to the task of "liberating" Syria  – will announce that they're temporarily pulling out of the conflict until tensions once again de-escalate.

"No!" to American Militarism

Back in late 2015, in a comment on an article Ea O Ka Aina: Navy's "Illegal" War Games by Dahr Jamal,  I wrote:

"Keep in mind this navel war is coming to Hawaii in 2016 in the form of RIMPAC 2016. Just like last year the US Navy and its Pacific Rim allies (and others) will come to Hawaii, and especially to Oahu, the Big Island and Kauai. Just last week I witnessed what appeared to be platoon of US Marines checking out the boat landing just north of the 1911 One Lane Bridge on the Hanapepe River. Will there be a US Marine landing of special op zodiacs in my neighborhood this coming summer?"

Well, 

For the last few months we have been seeing the increase of American military activity here on Kauai, Hawaii. There have been more active duty troops present in the Hanapepe area than I have ever seen. I mean by that armed platoon squads in combat gear out and about in residential areas.

Hanapepe does provide a home for Army National Guard facility, but most of the time meetings and activities are on the grounds of National Guard facility.

I am sensitive to this issue because live in Hanapepe Valley. It's fairly rural and surrounding communities of Elelele and Hanapepe Heights are suburbs of single family dwellings. The Hanapepe River and its banks, as well as the area of Puolo Point and Salt Pond Beach Park are recreational areas for families, adults and children.

On two occasions on the last two months I've run across camo-uniformed teams of US soldiers carrying weapons at-the-ready along the shorelines of town.

The first time was a bit after a Marine MV-22 Osprey flew over the swimming area of Salt Pond Beach Park to make a loud and disturbing landing and take off at the Puolo Point runway. My wife and I were driving east on Lele Road, coming from the Salt Ponds going parallel to the Puolo Point runway. As we approached Hanapepe Bay where the road turns north a platoon of uniformed soldiers wearing full packs were trotting together with semi-automatic weapons drawn. I think they were marines. We were a bit startled. The area they were coming from is primarily used for recreation. Walkers, fishermen, bicyclists and those who just want to park and watch the sunset are who use the point.  

The second time was this last week when I was driving along the shore of Hanapepe Bay heading east by the tennis courts. A group of soldiers, maybe five, were coming out of a private driveway right on the shore where the Hanapepe River meets the Hanapepe Bay. These soldiers were also dressed in camo and had what appeared to be automatic weapons, in their hands (not slung over their shoulders). Their faces were painted to be camouflaged as well. They appeared to be a special forces unit. It was obvious they had come from some practice on the Hanapepe River. Again this is an area used mostly for recreation. Paddlers, kids exploring, fishermen use the area. I do not like the idea of this area of Hanapepe being used by the military for "practice".

 Things are definitely "gearing up" for the military on Kauai. The State of Hawaii is about to start construction a complete rebuild of the main bridge over the Hanapepe River. Many are of the opinion that this is being attended to because of the necessity of heavy trucks going to the Pacific Missile Range Facility (PMRF) on the west end of the island as it expands to include Airforce, Marine and Naval military presence.

There is plenty of action in and around the National Guard facility. Salt Pond Country Store is across the street. When there are military personnel at the facility, the store gets their action. Yesterday I was at the store and the guy ahead of me at the cash register caught my curiosity. He was trim with khaki shorts and a maroon t-shirt the read on the back "University of Wake Island - Noledge". As he turned I could see he was a serious looking, trim-bearded millennial.

This didn't look like a guy on vacation. I followed him out of the store. As I passed him he was getting into the shotgun seat of an new seven-seat  black Chevy Tahoe Yukon SUV with dark tinted windows.  The sun back-lighted the vehicle so I could see the seats were fully occupied by more guys.

These were not tourists. My take was they were either military intelligence or ballistic missile technicians - at least one of whom had recently come from a tour on Wake Island. By the way, Wake Island is the home of the Ronald Reagan Ballistic Missile Defense Test Site.  The Island is administered by the United States Air Force, under an agreement with the Department of the Interior. Oura Bay is being destroyed

The destruction of Oura Bay starts in a matter of hours.

The Poseidon heavy-duty dredge ship (the “Fukada”), the crane ships, the multiple layers of security guards and their various craft: everything is now in place, ready for the “shock and awe” assault on Oura Bay.

No more surveying or preparation. This is the start of the real thing, after all these years. This is a No 1 Kokusaku (national policy) project, the equivalent of the Battleship Yamato.

What hope for democracy and human rights with the dictators, Abe to the East and Trump to the West. We have basically failed to generate enough international interest, awareness and protest.

Miyagi Chie went out on the Bay yesterday in a canoe and took photograps. This morning she issues the following SOS. See the photographs she attaches of the Poseidon ship that just arrived yesterday, the concrete blocks, etc. She asks for widest dissemination of the news of what is happening.

I don’t know that we can do. But the minimum will be to try to communicate Okinawa’s pain and anger and sadness.

Air Force plans to bomb whales

Note, Katherine Muzik PHD emailed us  2/9/17 the following "Weapons testing would happen for five straight days every summer, in an area approxmately 50 miles north of the island.The permit asks for permission to launch nearly 100 missiles each year.Within the request, the military said it was possible that the following species of marine mammals could be effected by the explosions:

While the Air Force says no animals are expected to be killed, officials estimate that at least 219 animals were likely to experience a significant change in behavioral patterns, including those involving migration, surfacing, nursing, breeding and feeding.

Military estimates indicate that 382 animals could suffer temporary hearing loss, with roughly 36 permanently losing their hearing.

Humpback whales, Minke whales, Pygmy sperm whales and Dwarf sperm whales are at greatest risk of injury, the military says.

"They rely on their hearing to find food. They also rely on their hearing to avoid predators, said Henkin. "They rely on their hearing to find mates and rear their young. So any time a marine mammal permanently loses its hearing those individuals would be at greater risk of dying."

 The 86th Fighter Weapons Squadron, based in Elgin Air Force Base, Florida, submitted request with the National Marine Fisheries Service of the NOAA for authorization to harm the hearing of 637 whales and dolphins from September 2017 through August 2022 while testing ordinance in the ocean range operated by the pacific Missle Range Facility on Kauai. The Air Force is applying to NOAA, at the National Marine Fisheries office within the Office of Protected Resources for a permit authorizing the Air Force to do "incidental takes" of marine mammals.

A "take" is when you harass, maim, or kill. The Marine Mammal Protection Act requires that applicants engaging in dangerous actions apply for such authorization permit.

The comment period, which ended today, is to comment on the application in terms of omissions or inaccuracies.

There are two comment periods. This is the first one. After receiving all "relevant" comments (those regarding omissions and inaccuracies), the Fisheries Service will integrate them into a report that will be published, and which will then trigger the second comment period, which will invite comments that are broader than just those for omissions and/or inaccuracies.

The purpose of this report will be to give an overview of the proposed action and its effects on marine mammals, and to set rules that the air force would have to follow in order to minimize the number of allowed "takes."

By the way, this proposed action has nothing to do with sonar. It has nothing to do with the navy. This is about bombing and missiles conducted by the air force above, at and below the surface of the water.

One thing we do know, though, is that cetaceans need a peaceful environment, and that sound travels very very far and is very disruptive to their breeding, feeding, socializing etc. So these explosions would have dramatic detrimental impact.

The proposed action is to take place for five years, between 2017-2022.

USAF to start weapons tests near Kauai

The Air Force wants to resume its weapons testing program at the Pacific Missile Range Facility on Kauai, but some are concerned about the potential impacts on marine animals.

The Air Force in December filed a request seeking authorization for the testing from the National Marine Fisheries Service. A public comment period on the request ends Monday, The Garden Island reported (http://bit.ly/2le1erh ).

The five-year testing of mainly bombers and fighter aircraft would start in September. It would involve the detonation of a variety of missiles and other weapons about 50 miles offshore of Kauai.

The testing could cause sound or pressure-related problems for whales, dolphins and other marine mammals in the area.

Gordon LaBedz of Kauai's whale education group Kohola Leo said the fight to prevent the Army from getting a federal permit will likely end up in court.

"The only way to stop them from getting permits to kill whales and dolphins is to sue them," LaBedz said. "When we do, we usually win, but the conservation community only has so much money for attorneys."

Whitlow Au, who studies the behavior of marine life, said determining the effects of the sounds from weapons testing on marine animals is a complicated process.

"We don't even know the intensity of the sound that reaches an animal caused by a missile launch," said Au, chief scientist of the Marine Mammal Research Program at the Hawaii Institute of Marine Biology at the University of Hawaii.

If a whale in the area dives when a missile is being launched, that could be interpreted as a reaction to the launch, or it could just be natural behavior, he explained.

Au and his students have applied for their own five-year permit with the NMFS to study the effects of noise behavior on whales and dolphins.

While Au is not convinced weapons testing negatively impacts marine animals, he said it is important for the Army to conduct its training without harming sea life.

"These groups of people have to learn how to work together in a collaborative-type relationship," Au said.

I would like to thank Rayne Raygush for alerting us to relevant entries from the Federal Register published since the last issue of The Environmental Notice that relate to military weapons testing near Kauai.

The article below is derived from this that notice, including details of the notification by NOAA of ongoing damage to marine mammals. This is occurring now during the month of October and November and is being conducted by the US Air Force for testing of weapons systems in the waters around Kauai.

WHAT:
Notice of issuance of an incidental harassment authorization for Air Force.

WHERE:
Barking Sands Underwater Range Extension (BSURE) area of the Pacific Missile Range Facility (PMRF) at Kauai, Hawaii.

WHEN:
This authorization is effective from October 1, 2016, through November 30, 2016.

BACKGROUND:
Law direct the Secretary of Commerce to allow, upon request, the incidental, but not intentional, taking (killing) of small numbers of marine mammals of a species or population stock, by U.S. citizens who engage in a specified activity (other than commercial fishing) within a specified geographical region if certain findings are made and either regulations are issued or, if the taking is limited to harassment, a notice of a proposed authorization is provided to the public for review.

An authorization for incidental takings (killings) for marine mammals shall be granted if NMFS finds that the taking will have a negligible impact on the species or stock(s), will not have an unmitigable adverse impact on the availability of the species or stock(s) for subsistence uses (where relevant), and if the permissible methods of taking and requirements pertaining to the mitigation, monitoring, and reporting of such taking are set forth.

NMFS has defined “negligible impact” in 50 CFR 216.103 as “an impact resulting from the specified activity that cannot be reasonably expected to, and is not reasonably likely to, adversely affect the species or stock through effects on annual rates of recruitment or survival.”

The US Air Force 86 Fighter Weapons Squadron plans to conduct an air-to-surface mission in the BSURE area of the PMRF. The Long Range Strike Weapons System Evaluation Program (LRS WSEP) test objective is to conduct operational evaluations of long range strike weapons and other munitions as part of operations to properly train units to execute real-world operational expectations in a time of war.

Due to threats to national security, increased missions involving air-to-surface activities have been directed by the Department of Defense (DoD).

86 FWS proposes actions that include LRS WSEP test missions of the Joint Air-To-Surface Stand-off Missile (JASSM) and the Small Diameter Bomb-I/II (SDB-I/II) including detonations at the water surface. These activities qualify as military readiness activities under the MMPA.

IMPACTS:
The following aspects of the planned LRS WSEP training activities have the potential to take marine mammals: Munition strikes and detonation effects (overpressure and acoustic components). Take, by Level B harassment of individuals of dwarf sperm whale, pygmy sperm whale, Fraser's dolphin, and minke whale could potentially result from the specified activity.

Additionally, 86 FWS has requested authorization for Level A Harassment of one individual dwarf sperm whale. 86 FWS's LRS WSEP training activities may potentially impact marine mammals at or near the water surface. In the absence of mitigation, marine mammals could potentially be injured or killed by exploding and non-exploding projectiles, falling debris, or ingestion of military expended materials.

HARM LEVELS:
Level B Behavioral Response could result from exposure to explosive detonations that cause disruption of natural behavioral patterns, including migration, surfacing, nursing, breeding, feeding, or sheltering.

TTS is Temporary Threshold Shift that can affect how an animal behaves in response to the environment, including reactions to predators, and prey.

PTS is Permanent Threshold Shift that results from exposure to explosive detonations that is irreversible and is considered this to be an permanent injury.

Note Table 5 above indicates in the case of pygmy and dwarf whales that permanent damage could be done to an individual whale over 4 miles from an explosion and temporary damage could be inflicted almost 13 miles from an explosion. These species could even experience behavior disruption over 35 miles from an explosion.

BOTTOM LINE
Needless to say, the US military continues its war against the Pacific Ocean and its inhabitants. The damage weapons testing will do is only estimated.

These damage estimates to not include damage to non-mammals, (fish, squid, etc.) that are the prey of many whales, dolphins and seals. Those numbers are uncountable and probably have an impact on marine mammal health and levels of stress.

These estimates also do not include how unpleasant the environment becomes to these mammals as a result of ocean explosions, particularly to damaging chaotic sound nearby to animals capable if hearing across the ocean; like having a airport runway for a frontyard.

That the Navy and Air Force of the United States is making the Hawaiian Islands a place that does not welcome marine mammals, including whales, dolphins and seals is a crime against life itself.

Russia warns shooting down US jets

Just days after Russia moved an additional advanced anti-aircraft battery to Syria, Moscow hinted toward a possible shoot-down of U.S. or coalition planes that threaten or attack Syrian government troops, which are backed by Moscow.

The U.S. and Russia have a memorandum of understanding designed to avert any confrontation between their warplanes in the skies over Syria, but Moscow says that doesn't apply to its ground-based missile crews.

"Any missile or airstrikes on the territory controlled by the Syrian government will create a clear threat to Russian servicemen," Russian Defense Ministry spokesman Gen. Igor Konashenkov said Thursday, according to Kremlin-backed Russia Today."

"Russian air defense system crews are unlikely to have time to determine in a 'straight line' the exact flight paths of missiles and then who the warheads belong to."

At the Pentagon, a reporter asked spokesman Peter Cook whether the statement represented a threat to U.S. aircraft.

"Well, again, I'll leave it to the Russians to describe what the purpose of that system, those systems are for. And I will highlight once again that their stated intent in going into Syria was to target groups like al Nusra and ISIL, and those groups do not operate aircraft," he said.

"And so we would continue to have concerns about what purpose they're serving in those locations.

And more importantly, we'll continue to conduct our operations as we have for months now over Syria, and we'll continue to do so taking every possible step we need to to ensure the safety of our air crews, coalition air crews in Syria."

He also said that despite differences with the Russians over Syria, the MOU with Moscow has been successful in reducing the risk to U.S. pilots.

"It has been an effective means of communication to avoid misunderstanding and miscalculation," Cook said. "We will continue to employ that line of communication in an appropriate fashion, and would encourage the Russians to do the same."

Konashenkov seemed also to be boasting that U.S. stealth technology would offer little protection against Russia's advanced S-300 and S-400 missile systems, both of which it has deployed in Syria.

Mercenary Sports Militarism

How far will the establishment go to prop up support for its many wars and make average Americans believe we are overseas fighting for ‘freedom’?

Apparently, flag waving, crowd saluting, veteran tributes and declarations of support for the troops and other nods to the military/guard that take place at the average professional sports game during half time – while crowds eat stadium dogs and drink down beers and look on gloatingly – weren’t spontaneous displays of patriotism.

Instead, they were staged managed military PR events that came with a price tag for taxpayers. Expenditures by the Pentagon and National Guard to buy sponsorship and promotional deals with numerous NFL teams, NASCAR and other sporting arenas have come under scrutiny with some members of Congress:
The Pentagon would have to justify the military necessity of spending millions on sports sponsorships under a measure approved Thursday by the Senate.

The Pentagon has given millions to professional sports leagues in recent years in exchange for “patriotic tributes.”

From 2011 to 2013, the cost of the Guard’s NASCAR sponsorships totaled $88 million. Its sponsorship of NASCAR was aimed at building “brand awareness” for the service, according to the Guard. The Guard announced last summer that it was ending its relationship with NASCAR.

USA TODAY reported last year that the Guard had spent $26.5 million to sponsor NASCAR in 2012 but failed to sign up a single new recruit.

The Guard received about 25,000 recruiting prospects from the program in 2012, with prospects indicating the NASCAR affiliation made them seek more information. But of that group of 25,000, only 20 met the Guard’s qualifications for entry into the service. Not one of them joined.
So the justification is recruitment and awareness, but the deeper effort is the public image of the military itself as an organization.
Besides being wasteful spending, it basically amounts to sleazy, pay-for-play patriotism, giving major sports franchises lucrative incentives to embed military tributes and ceremonies into the game and create a picture in the minds of viewers that of an unwavering force for good.
The intent of these advertising partnerships is to promote the (National Guard) brand within the thousands of communities in which we serve that results in increased awareness of opportunities the (National Guard) has to offer,” said Brown. (source)
Senator Jeff Flake (R-AZ), for one, was kind of let down by the ruse of self-promotion:
[…] Flake wrote, “giving taxpayer funds to professional sports teams for activities that are portrayed to the public as paying homage to U.S. military personnel would seem inappropriate.

“Such promotions conjure up feelings of patriotism and pride for most sports fans, and the revelation that these are in fact paid arrangements is disappointing.”
In some cases, sports fans were misled on the source of the recognition. New Yorkers attending MetLife Stadium, for instance, were not made aware that a “hometown heroes segment” was anything but homegrown, and had instead been arranged and paid for by military campaigners.
During the 2012 and 2013 NFL seasons, for example, the New Jersey Army National Guard paid the franchise between $97,000 and $115,000 for a wide range of advertising and promotion, including a video board feature recognizing hometown heroes and 500,000 digital banner impressions inside MetLife Stadium.

A team official who requested anonymity because of the sensitive nature of the issue said the agreement with the New Jersey National Guard had expired but said the club would continue to honor members of the military. The person also said the team should have been clear that the hometown heroes segment was a paid advertisement for the New Jersey National Guard.
Here’s the war state in full effect – the repetitive calls to salute flag and “honor veterans” – all part of a larger effort to hide decades of war and foreign policy blunders behind uncritical calls to “support the troops” – no matter what.

This topic has gained scrutiny only through the pressure of budgetary constraints, but the real offense comes from the subtle fascism displayed between mega-corporations, high profile sporting events and the military-industrial complex. Under the guise of recruitment, the Department of Defense and the National Guard paid millions of dollars for professional and college sporting teams to become part of the propaganda. The celebrity athletes beloved by crowd could lend credence to the endeavors of the military.

Meshed into this arrangement are taxpayer funds for new sports stadiums, tax breaks and exemptions for the NFL, NASCAR and other major sporting arenas and a routine housing for propaganda of all kinds. The population has been conditioned to feast at this bread and circuses, and bred to become indifferent and ignorant, and ultimately compliant with the war machine and complex larger military-entertainment empire.

And that’s just the way they’d like to keep it.
