Past the Limits to Growth

Fifty years ago, Italian business leaders in the Club of Rome gave a jolt to the world in their path-breaking report Limits to Growth.  That thought leadership continues today as Italian business leaders launch Regeneration 2030, a powerful call for more holistic, ethical, and sustainable business practices to help the world achieve the Sustainable Development Goals (SDGs) and the Paris Climate Agreement.  

The 50-year journey from Limits of Growth to Regeneration 2030 shows how far we have come in understanding the critical challenges facing humanity, but also how far we still have to go to meet those challenges.
 
The half-century since Limits to Growth also defines my own intellectual journey, since I began university studies at Harvard University exactly 50 years ago as well.  One of the first books that I was assigned in my introductory economics course was Limits to Growth.  The book made a deep and lasting impression on me.  Here for the first time was a mathematical simulation of the world economy and nature viewed holistically, and using new systems dynamics modeling then underway at the Massachusetts Institute of Technology (MIT). 
 
Limits to Growth warned that compound economic growth was on a path to overshoot the Earth’s finite resources, leading to a potential catastrophe in the 21st century.  My professor huffily dismissed the book and its dire warning.  The book, the professor told us, had three marks against it.  First, it was written by engineers rather than economists.  Second, it did understand the wonders of a self-correcting market system.  Third, it was written at MIT, not at Harvard!  Even at the time, I was not so sure about this easy dismissal of the book’s crucial warning.   
 
Fifty years later, and after countless international meetings, conferences, treaties, thousands of weighty research studies, and most importantly, after another half-century of our actual experience on the planet, we can say the following.  First, the growing world economy is indeed overshooting the Earth’s finite resources.  Scientists now speak of the global economy exceeding the Earth’s “planetary boundaries.”  Second, the violation of these planetary boundaries threatens the Earth’s physical systems and therefore humanity itself. 

Specifically, humanity is warming the climate; destroying the habitat of millions of other species; and polluting the air, freshwater systems, soils, and oceans. Third, the market economy by itself will not stop this destruction. 

Many of the most dangerous actions – such as emitting climate-changing greenhouse gases, destroying native forests, and adding chemical nutrients to the rivers and estuaries – do not come with market signals attached.  Earth is currently treated as a free dumping ground for many horrendously destructive practices. 

Twenty years after Limits to Growth, in 1992, the world’s governments assembled at the Rio de Janeiro Earth Summit to adopt several environmental treaties, including the UN Framework Convention on Climate Change (UNFCCC) and the Convention on Biological Diversity.  

Twenty years later, in 2012, the same governments re-assembled in Rio to discuss the fact that the environmental treaties were not working properly.  Earth, they acknowledged, was in growing danger.  At that 2012 summit they committed to establish Sustainable Development Goals (SDGs) to guide humanity to safety.  In 2015, all 193 UN member states adopted the SDGs and a few weeks later signed the Paris Climate Agreement to implement the 1992 climate treaty.
 
In short, we have gone a half-century from the first warnings to today.  We have adopted many treaties and many global goals, but in practice, have still not changed course.  The Earth continues to warm, indeed at an accelerating rate.  The Earth’s average temperature is now 1.2°C warmer than in the pre-industrial period (dated as 1880-1920), and is higher than at any time during the past 10,000 years of civilization.  

Warming has accelerated to more than 0.3°C per decade, meaning that in the next decade we will very possibly overshoot the 1.5°C warming limit that the world agreed to in Paris.    
 
A key insight for our future is that we now understand the difference between mere “economic growth” and real economic progress.  Economic growth focuses on raising traditional measures of national income, and is merely doing more of what we are already doing: more pollution, more greenhouse gas emissions, more destruction of the forests.  

True economic progress aims to raise the wellbeing of humanity, by ending poverty, achieving a fairer and more just economy, ensuring the quality education for all children, preventing new disease outbreaks, and increasing living standards through sustainable technologies and business practices.  True economic progress aims to transform our societies and technologies to raise human wellbeing.  

Regeneration 2030 is a powerful business initiative led by Italian business leaders committed to real transformation.  Regeneration aims to learn from nature itself, by creating a more circular economy that eliminates wastes and pollution by recycling, reusing, and regenerating natural resources.  Of course, an economy can’t be entirely circular – it needs energy from the outside (otherwise violating the laws of thermodynamics). 

But rather than the energy coming from digging up and burning fossil fuels, the energy of the future should come from the sun (including solar power, wind, hydroelectric, and sustainable bioenergy) and from other safe technologies.  Even safe man-made fusion energy may be within technical and economical reach in a few decades.   
 
On my part, I am trying as well to help regenerate economics, to become a new and more holistic academic discipline of sustainable development.  Just as business needs to be more holistic and aligned with the SDGs, economics as an intellectual discipline needs to recognize that the market economy must be embedded within an ethical framework, and that politics must aim for the common good.  Scientific disciplines must work together, joining forces across the natural sciences, policy sciences, human sciences, and the arts.  

Pope Francis has spurred the call for such a new and holistic economics by encouraging young people to adopt a new “Economy of Francesco,” inspired by the love of nature and humanity of St. Francis of Assisi. 
 
Sustainable Development, Regenerative Economy, and the Economy of Francesco are, at the core, a new way of harnessing our know-how, 21st century technologies, and ethics, to promote human wellbeing.  The first principle is the common good – and that means that we must start with peace and cooperation.  Ending the war in Ukraine at the negotiating table without further delay, and finding global common purpose between the West and East, is a good place for us to begin anew.

When Consensus is Fractured

Virtually everyone agrees that 2020 was an abomination. An entire industry of opinion writers is busying itself with end-of-year hand wringing, scouring every online thesaurus for adjectives to express just how horrible the last twelve months have been. 

But what facet of the awfulness to focus on? For the appalled chronicler, the most obvious starting points are the coronavirus pandemic, which has left illness, death, shuttered businesses, and lost jobs trailing in its wake, and the chaotic US presidential election, in which the soundly defeated incumbent has attacked and seriously weakened the very foundations of democracy on his way out the door. 

These two baskets of grim news (pandemic and election) have been accompanied by a shift in the national (and, to some extent, global) zeitgeist—a shift that’s been obvious to anyone paying attention, but that’s nevertheless challenging to capture in words. 

Let’s call it the fracturing of consensus reality. While it won’t be the top story of the year according to most news roundups, it may end up being just as impactful as anything else that’s happened during our latest orbit of the sun. And that’s saying something. 

What’s Real? Let’s All Agree As social and linguistic creatures, we humans—operating in groups—create shared mental worlds. We perceive sensory data, then we verbalize and conceptualize those perceptions, and finally we check our verbalized and conceptualized accounts of reality with other people. 

Over time, a consensus emerges. This language-mediated reality-building process is hardly new; it’s been going on since we all lived by hunting and gathering. Then, everybody within their little groups shared the same stories and the same basic mental map of the world.

After we adopted agriculture, social classes and full-time division of labor ensued. With slavery, kings, and a dramatic reduction in the social power of women, consensus reality became more of a Venn diagram, with the king having the final word in defining the overlapping region on the diagram representing consensus. 

Later, the emergence of writing and Big God religions enabled reality to be codified for empires, and elements of the dominant consensus (e.g., Roman law and Christianity) could be spread among alien cultures. 

For most Europeans, even as dynasties came and went, reality remained essentially whatever the Bible, the church, and the king or emperor said it was. Consensus reality was never consistent or complete and never a correct map of what it purported to represent; it was always an approximation skewed by power relations. 

Some people’s realities were privileged, while other people’s were marginalized, excluded, or intentionally destroyed. And there were always blind spots—actual trends, vulnerabilities, and consequences that nobody noticed or talked about, such as the gradual depletion of natural resources—that only became “real” when they could no longer be ignored. The modern era (from roughly 1500 on) brought new sources of diversity to the consensus-building process. 

As Europeans conquered societies around the globe, “reality” began to reflect the sounds and flavors of these diverse cultures; the result was everything from jazz to fusion cuisine. Meanwhile, the power of commerce greatly increased, reducing the influence of church and aristocracy. 

Increased diversity and a shift toward commercial primacy were accompanied by new integrative trends in the process of collective reality-building. Principal among these was the emergence of science—a self-correcting method for discovering objective truth. 

Of course, science had its blind spots, too (for example, it was often subject to commercial influence—witness the long lags in recognizing the nasty side effects of tobacco and pesticides), but it was persuasive: assertions could be tested by controlled experiment. 

Over the decades, science built formidable structures of knowledge that most people lacked the expertise or temerity to question, but that could be verified by anyone with the necessary resources. Reality became “enlightened.” Another integrative trend consisted of the development of new communication tools—the printing press, and later radio, movies, and television. 

Increasingly, through these media, nearly everyone was exposed to common facts, ideas, and images. The wealthy banker and the destitute farmer uprooted by the dust bowl were marinated in the same Hollywood imagery, and the same civics homilies taught in compulsory public schools. 

Cracks in the Modern Consensus The emerging global consensus suffered a couple of serious ruptures during the modern era. In Europe, fascism brought more than a new set of political power relations; it created a mental universe so dominated by notions of racial and national superiority that it demanded the rewriting of textbooks. 

And in Russia, communism built a narrative in which the dictatorship of the proletariat—under constant attack by the forces of capitalism—must ultimately prevail, leading to a workers’ paradise. 

Both fascists and communists used new mass communication tools (radio, movies, and newspapers) to give their consensus realities force and credibility. Even science could be repurposed to support alternate realities. In the Soviet Union, the state decided to back an alternative to natural selection and science-based agriculture. 

The originator of this heterodox set of views, Trofim Lysenko, became Director of the Soviet Union’s Academy of Agricultural Sciences, where—with Stalin’s approving help—he rooted out the study of Mendelian genetics and taught instead the theory that characteristics acquired by parents can be directly transmitted to their offspring. 

Opponents of Lysenko were accused of “mysticism, obscurantism, and backwardness,” then banished to Siberian work camps. As a result, biological science in the Soviet bloc was set back decades. After the defeat of fascism in WWII and the fall of the Soviet bloc, the West’s consensus—shaped largely by the US—seemed to become reunified and stabilized. 

Political scientist Francis Fukuyama called it “the end of history.” But blind spots persisted and grew. Some of these profoundly shaped not just the dominant worldview itself, but the contours of daily life for multitudes. 

One telling example: the so-called science of economics codified for nearly everyone the false assumption that perpetual growth in industrial activity is possible, and denied all evidence to the contrary. 

Economics concealed other blind spots as well, as it continually ignored widespread signs that the “free market” does not in fact benefit everyone, and that people do not actually behave like idealized rational self-interest-maximizing robots. 

Some persistent and periodically worsening cracks in the consensus ripped along economic, ethnic, or political fault lines: especially during the Jim Crow era, African-Americans and European-Americans in southern US states inhabited sharply different realities, and stark inequities have persisted to the present. 

Other cracks, fed by suspicions that powerful people were manipulating the consensus to their own benefit, led to what came to be known as conspiracy theories—including doubts about the official accounts of the JFK assassination and 9/11, as well as misgivings about the safety and “real” purpose of water fluoridation and vaccination. Meanwhile, communications media were evolving still further. 

While radio and television had a largely unifying effect during the 20th century, the internet and social media are proving to be disintegrative to consensus in the 21st. Algorithms capture users’ interests and prejudices and feed them news and opinion articles that lead them to have ever-more-extreme views. 

“Do you think the government is suppressing information about space aliens? You don’t know the half of it! Read this!” 

The radicalizing propensity of social media was a factor in the sudden political ascendancy of Donald Trump, who acted as both symptom and driver of consensus breakdown. As a real estate developer and reality TV personality, he seemed an exceedingly inexperienced and unlikely candidate for the top political office in the country, and arguably the world. His intellect and ethics were widely suspect. 

But he had the ability to give utterance to the grievances of a sector of the populace that feels left behind—people of mostly European ancestry in low-density towns and rural areas across the nation (in recent decades, most of America’s wealth and cultural attention has flowed to high-density, multi-ethnic cities). 

Even if Trump could not change the material circumstances of small-town families, he could make them feel as though they had a voice. Ironically—and perhaps therefore somehow even more fittingly—it was the voice of a gaudily privileged New Yorker. 

But it was an angry voice, and it spoke in words of few syllables. He was the first Twitter President. The Trump team’s communication strategy, in the immortal words of former top adviser Steve Bannon, was to “flood the zone with shit.” Disruption of consensus reality wasn’t a regrettable side effect of their efforts; it was a central goal. 2020: The Dam Breaks In short, prior to the year now ending, consensus reality in the US was already starting to crumble. But 2020 delivered two sledgehammer blows: a pandemic and a polarizing presidential election. First, the pandemic. 

As many observers have pointed out, COVID-19 has greatly varying infection and death rates by nation, and countries with higher levels of social cohesion have generally tended to do better at combatting the disease. 

The United States has fared the worst of all countries in raw numbers, with over 17 million total cases so far and over 300,000 deaths (about a dozen smaller countries, including Belgium and San Marino, have suffered higher per capita rates of infection and mortality). Currently the US is seeing over 200,000 new cases each day and roughly 2,500 deaths. 

Unless the trend changes, total mortality for the country may eventually begin to rival that of the 1918-1919 influenza pandemic, in which about 675,000 died (though the per capita death rate will almost certainly not be as grim, given today’s far larger population). 

 Why has the US suffered such a horrific outcome? 

Much of the blame certainly must be borne by President Trump and his political appointees and allies in the federal government. They mounted almost no coordinated national pandemic response; instead, states were left to formulate their own policies and to compete with each other for medical supplies. 

Messaging from the executive branch was likewise unhelpful or downright counterproductive: in the early weeks, when the virus was largely just a distant menace and preparations could have made a huge difference, the President dismissed the need for concern (on January 22, he told a CNBC interviewer, “We have it totally under control. It’s one person coming in from China, and we have it under control. It’s going to be just fine.”). 

Then, when it became clear that sickness was spreading and people were dying, Trump invented the term “China virus,” evidently seeking to deflect blame while still failing to forge a national response plan. Later in the year, as economic and political concerns took the spotlight, 

Trump returned to almost completely ignoring the disease, even omitting attendance, for weeks at a time, at meetings of his coronavirus task force. With no clear messaging from the President, it was essential that the appropriate federal agencies step in. But here again the response faltered. 

The Centers for Disease Control at first advised the public against mask wearing, despite clear evidence that masks were effective at stopping the spread of the disease. Only later, once masks became more widely available, did the CDC change its recommendation. 

But this self-contradiction had undercut the agency’s credibility. Many people continued to believe that mask wearing is ineffective, while the President encouraged his followers to see mask mandates as government overreach. Conspiracy theories immediately filled the vacuum of leadership and consistent government messaging. 

Millions of people, stuck at home under lockdowns, were spending more time than ever on social media and Google, exploring ideas and opinions about the coronavirus. A pair of YouTube documentaries titled “Plandemic” became instant sensations.

 Many people adopted the view that there simply is no pandemic, and that the “fake news” media ginned up the story as a way to enable globalist liberal elites to exert more control over citizens and the economy. Now that vaccines are on the horizon, the conspiracy mill is cranking harder and faster than ever. While the anti-vax movement has been slowly simmering for decades, its current leaders’ books are suddenly among the top-sellers on Amazon.

Up to a third of Americans say they will likely refuse to take a vaccine when it is available. While many people hope that the advent of vaccines will halt the pandemic in its tracks, anti-vax fervor, along with the soaring rate of infections, may mean that the disease will continue to spread and kill far into the new year. If Americans were divided prior to the pandemic, their tribalism only intensified as the decision about whether to wear a mask became an instantly visible expression of group identity. 

But division was deepened also by the fact that 2020 was a presidential election year. Elections are always polarizing. That’s the point: each voter must choose one candidate or another; “all of the above” is not an option. 

But this election season pushed the polarization needle far into the danger zone. Democrats steeped themselves in books and articles detailing accusations that Donald Trump presents all the clinical symptoms of narcissistic personality disorder, and that he is an authoritarian, a rapist, a tax cheat, a business fraudster, a Russian puppet, and a traitor.

At the same time, followers of QAnon (who is supposedly a patriotic government insider) spread the notion that leading Democrats are Satan-worshiping pedophiles running a global child sex-trafficking ring, while Trump—a messiah sent by God—heads a heroic behind-the-scenes effort to preserve decency, freedom, and Christianity (QAnon believers now occupy seats in Congress and many state houses). The election outcome was unequivocal. 

Biden bested Trump by 7 million popular votes, with electoral votes stacked 306 to 232. Even Republican election officials in swing states said the balloting went off with scarcely a hitch. But Trump, evidently unwilling to be seen as a loser (or perhaps wishing to avoid prosecution for financial crimes once he leaves office), claimed that the election was rigged and that he had actually won. 

A flurry of almost 60 lawsuits followed, two making their way to the Supreme Court; all were dismissed. No convincing evidence of widespread irregularities was produced. Nevertheless, Trump’s followers adopted the narrative that millions of dead people had voted for Biden, and that suitcases full of illicit Biden ballots had been surreptitiously delivered to vote tabulators. According to one poll, only a quarter of Republicans think Biden was legitimately elected.

 A steady drumbeat of evidence-free assertions resounding through right-wing media channels and parroted by Republican elected officials (who fear retribution from Trump’s base) has created a formidable alternate reality in which Trump won fair and square, while Biden is being falsely elevated to the highest office.

 Consensus Dynamics Cognitive dissonance—the holding of contradictory thoughts or beliefs—makes people miserable. And when a person’s own interpretation of reality runs counter to the consensus reality, some degree of paranoia or depression often results. 

Alternatively, a person unmoored from the dominant consensus may become a dedicated paradigm warrior intent on converting others to their own views, sometimes even by violence. The loss of consensus is therefore also problematic for society as a whole. 

People who have left the consensus behind may disregard or flout norms (such as longstanding informal rules with regard to elections and Congressional procedures). Society then becomes less capable of solving problems; and so, if economic, social, or environmental crises materialize, societal collapse of one sort or another becomes a real possibility. 

As individuals find themselves not just disagreeing on politics or religion, but living in different and directly conflicting mental universes, they individually experience cognitive pain and anguish. Families are torn apart, friendships severed. 

But the collective risks of consensus breakdown go deeper, and include the possibility of widespread rage, pushing society toward civil violence, coup, or state failure. If, as is often the case, the fracturing of consensus results in (or is caused by) strong feelings of grievance among one group against another, a cycle of retribution may ensue. 

Recent brain research by James Kimmel, Jr. at the Yale University School of Medicine shows that the brain on grievance craves retribution in much the same way a brain addicted to heroin craves more heroin. 

 Is the fracturing of consensus reality a symptom of societal decline due to other factors (such as economic crisis or limits to vital resources), or is it an independent variable, capable of causing collapse by itself? 

In my view, the former is more likely the case: if a society is doing well economically, it is usually able to resolve occasional cognitive contradictions over time. A polarizing demagogue (like Joseph McCarthy or George Wallace) may appear, but the status quo eventually reasserts itself.

However, if a society is experiencing an economic, political, or social emergency, consensus breakdown may contribute to a self-reinforcing process of collapse. People’s views of reality don’t diverge arbitrarily and without cause. They do so because people’s self-interests (which may differ by income, status, region, religion, or ethnicity) are becoming further divided. The divergence of worldviews is thus a secondary problem.

But once consensus begins to shatter, people’s interests are likely to diverge even further as bifurcating worldviews create economic and social islands. People may even separate geographically, moving to be closer to people with whom they share values and views. 

Further, if an increasing majority people in a given community are espousing a new shared belief, others may feel compelled to alter their previous beliefs in order to belong. The fragmentation of consensus reality isn’t just a war of ideas. It is a more profound and disturbing process both psychologically and socially. People who have abandoned, or who have been abandoned by, the consensus may find dubious new beliefs to cling to; but they may also become keenly aware of cultural blind spots that others continue to ignore. 

They feel themselves flung into a new universe; the experience can be either terrifying or thrilling, or both. One of the effects of loss of consensus is the lowering of social trust. Trust is the basis of cooperation, and high levels of cooperation are required for modern complex societies to function. 

According to surveys by Pew Research Center, 71 percent of Americans think interpersonal trust has weakened in the past 20 years. There is a strong correlation between low trust and Trump voters—which could be an explanation for why the pre-election 2020 polls were inaccurate: people who are distrustful not only disproportionately voted for Trump but also refused to participate in polling surveys. Because the costs to society of loss of consensus are obvious and considerable, societies invest heavily in maintaining a shared worldview. 

But if there are severe and growing flaws in that consensus, keeping it whole may not be an option. 

When consensus fractures into two directly competing narratives, some people may seek to resolve cognitive dissonance by claiming that the two narratives are equally valid. But this is a difficult stance to maintain, as the narratives are usually mutually exclusive. Take the current case with regard to the US presidential election: the main competing reality claims are not on equal footing with regard to facts or outcomes. 

The “Trump really won” claim is simply fantasy; the “Biden really won” claim is backed by clear evidence that will result in the actual inauguration of a new President. But, in a way, facts are beside the point. Over a third of Americans are so alienated from the consensus that they prefer to believe obviously fabricated lies rather than to acknowledge demonstrable proof. 

The new Republican “reality” is tenable not because it is based on anything physically verifiable, but because it is emotionally satisfying for people who refuse to accept the dominant narrative. In the post-Trump era, traditional Republican ideology (low taxes, states’ rights, limited government spending) becomes entirely expendable. 

Any argument that “owns the Dems” is good, regardless how specious. 

Democracy itself becomes an impediment to the goal of wrecking the consensus. Defenders of the dominant worldview can’t understand why anyone would be so upset with it. Isn’t it based on science and established values and traditions? 

Doesn’t the alternative represent a devolution into pseudoscience, conspiracy theories, and deepening dissension? 

To a certain extent, the fervor of the disestablishmentarian faction is traceable to economic and social trends mentioned earlier (the flow of wealth and power to coastal urban centers and the slow demographic shift of the country toward multi-ethnicity). The upholders of the mainstream consensus accept those trends, which their elites use to their own advantage, but they fail to take account of those left behind, or to see the holes and blind spots in the consensus they defend. 

 Perhaps the deepest blind spot in the current US consensus is that it has no satisfying and unifying vision, no coherent ideology; its main guiding value is simply “more.” Its implicit message: we must keep on doing what we’re doing (producing more wealth by turning more of nature into waste) because to do otherwise would result in economic Armageddon. 

The best we can do is to somehow avert catastrophic climate change and reduce extreme wealth inequality with technical work-arounds, even as we continue to do the very things that cause those problems. 

 The central lie of the consensus is that the rising tide of economic growth will lift all boats . . . eventually. But eventually never seems to come. As the folly of expecting endless economic growth on a finite planet starts to reveal itself—via the need for ever more drastic measures to maintain the appearance of growth and to prevent widespread destitution—something has to give. People who feel unfairly treated as the impossible perpetual-growth machine decelerates begin fleeing the consensus, even if doing so leads them to curse imaginary scapegoats and believe obvious fictions. 

 Can the Old Consensus Be Repaired? Can a New One Be Built? Joe Biden is central casting’s answer to the call for a tried-and-true figurehead to restore the old consensus. Anyone who’s not swept up in anti-elite fervor probably finds it easy to sympathize with his exhortation to bring America back together, and his intention to be President of all the people, including those who voted against him.

However, Biden faces daunting if not insurmountable challenges. These arise not just from fervent, defeated, and angry Trumpists, who may attempt to run a “shadow” presidency, countering every action of the new administration. 

There are also hurdles inherent in the taming of the pandemic and the stabilization of the economy. Less widely acknowledged but perhaps most formidable of all is the challenge of finally coming to terms with the blind spots and lies embedded in the worldview that still runs the machinery of our economy and government. Consumerism—a way of organizing the economy that is fundamentally at odds with nature’s limits—is so deeply and implicitly woven into the warp and weft of modern America that only a cathartic collapse and renewal is likely to expunge it. 

The best Biden can likely do, even if he has the strategic brilliance to propose a Rural New Deal, is to be a competent placeholder. The perplexing fact is that we don’t know what kind of new consensus may emerge, or when. 

Indeed, it is entirely possible that, in the context of energy and economic decline, the human ideasphere will remain fragmented from now onward. However, I’d like to think that a new consensus is indeed possible, and that it will comprise the best of what we humans have learned so far. 

And, though what follows is entirely speculative, it seems appropriate to close this essay with an exploration of what that consensus might look like. Science would be an obvious candidate for inclusion, blind spots and all: its self-correcting mechanism tends to deliver improving approximations of truth with regard to physical reality. 

Of course, in a world with a smaller and slower economy and much less energy available, only comparatively small and simple experiments might be possible, but it’s the method that matters. 

 Science can’t tell us much about values and goals. For those, knowledge is less important than wisdom. And wisdom comes from intelligent self-control. As sages have always taught, it is in the taming of selfish urges that we find compassion and contentment. 

After the environmental and social mayhem that our two-century fossil-fueled consumerist mania will ultimately and undoubtedly unleash, I think we are likely to develop a strong and healthy collective skepticism regarding the aggregation of power for its own sake. 

A sustainability-oriented worldview would acknowledge the ongoing need for a low and stable population relative to environmental carrying capacity. And it would prize sufficiency, equity, resilience, and happiness above accumulation and ostentatious display. 

Our remarkable human capacities for language and tool making have gotten us into plenty of trouble over the millennia, never more so than now. A healthy consensus worldview would channel those outsized abilities away from geopolitical dominance and the production of wealth for the few, and toward the democratic (rather than just elite) production of beauty in all its possible forms—including poetry, literature, movement, music, art, drama, and architecture. And it would guide aesthetic appreciation toward the enhancement and emulation of nature.

Finally, a future consensus would take account of varying human needs, proclivities, modes of expression, histories, brain chemistry, and more, seeking reconciliation and community rather than exploitation and dominance. 

Such a consensus reality, such a culture, is far from where we are now. Between here and there sits a valley we must cross. If we travel together, we have a better chance of arriving safely on the other side. That requires healing the divisions among us, if and when we disagree.

A Way Down

My father became a practicing physician around 1950. For a while he had his office in our home in Levittown and did daily house calls and hospital visits. He delivered many babies and watched many people die. My sister, mother and I would hear details of these events at the dinner table.

I remember him using a phrase about dying that was "common knowledge" back then... "Pneumonia was the Old Peoples' Friend". That because if left untreated pneumonia causes  the patient to lapse into a state of reduced consciousness, slipping peacefully away in their sleep, thus giving a peaceful end to a period of often considerable suffering. Some would say an easy way out.

Well, the COVID-19 pandemic is having a two pronged impact on human civilization... basically ending it. It is causing a collapse of the energy, and resource consumption that is driving the destruction of the planet in the support of about seven billion too many people inhabiting the Earth today.

It's a place we have to climb down from... either voluntarily, by plan, or otherwise.

For much of my life my fear has been that the means would be a world-wide nuclear war involving untold thousands of atomic weapons being detonated in an exchange between America, Russia, China etc. Fortunately, that has not happened.

Nuclear armagedon would be much worse than the impact of COVID-19 to people and, more importantly, to all life on Earth.

Even without nuclear war we are on a track to destroy life on Earth. Our insane destruction of the biosphere in search of energy, resources and new places to "develop" have brought us in site of the end of the road for our species.... and many others.

A thinning of the heard is at hand. The reduction in human rapacity provided by the linkage of pandemic and economic collapse has cleared pollution from the skies over China. We could respond to our current predicament by abandoning "Economic Growth" as the "American Way of Life".

We could go back to small farms in local communities as it was before World War One. That was about the time we lost our connection to the land. Remember that 1919 song by Harry Fay, "How are You Going to Keep Them Down on the Farm?"

Jazzing around, painting the town?
How you going to keep them away from harm?
That's a mystery.
They'd wish they'd never seen a rake or plow,
So who the heck can parlez-vous a cow,

Serious urbanization resulted from the coal and oil fueled economies that have flourished in the past century and a half. Since World War Two the mass production in automobiles fueled by cheap oil encouraged the surroundings of cities to be expanded with endless suburbs. Consumption became a stampede.

And here we are.  Sheltering in place and beginning to realize a new normal.

The only way out alive is to a more localized way of life.

It's time to climb down fro our dangerous perch to a changed landscape... to  grow food, make music!

The Perfect Storm

Humanity faces Debt, Depletion and Disease.

The Coronovirus-19 is the monkey wrench in the gears of an economy stranded in the depletion of natural resources. Their interlocking dependencies make "solutions" impossible. 

The upside of these interlocking disasters is that they are accelerating the arrival of a future on Earth that will be better balanced for life in general and specifically for the uncountable species that we will soon be extinguished if we, humans, are allowed to continue as we have since we mastered agriculture, industrialization and fossil fuel refinement.

Like the darkness that is shrouded the world of the dinosaurs after a major asteroid impact 66 million years ago, we face an intractable foe... a planet too close to being devoid of the wildness of life.

We have been greedy... and that will run its course soon. The Earth will go on and flourish in some new way - with us, or without us - But the Earth will go on.

My desire is that it can be with us - but it will have to be with much fewer of us.

We have many routes that can be takento arrive where we want to be.

The alternative is a self administered attempt at extinction.

The current human population is about 7.8 billion people. The US CIA estimates are that at the time of Jesus of Nazareth, two thousand years ago, the human population on Earth was 150 million - less than half the population of the United States today.

Looking at the CIA map of the distribution of human settlements at that time you find little occupation of the large inner land masses of the continents. The great forests and other expansive territories were "terra igcognito" - land unknown - Thank God!

Climbing down from our perch will be difficult, frightening and painful. Some alternatives will be effective but worse than what we have... such violent religious conflicts, racial holocaust exterminations, nuclear war.

My only advise is to try to live in balance with the resources nearby and the from the work of the people that inhabit that place. Practice in important to make it work.

Eventually it will be all we have.

Strength from Grief

How do you support people forever attached to a landscape after an inferno tears through their homelands: decimating native food sources, burning through ancient scarred trees, and destroying ancestral and totemic plants and animals?

The fact is, the experience of Aboriginal peoples in the fire crisis engulfing much of Australia is vastly different from that of non-Indigenous peoples.

Colonial legacies of eradication, dispossession, assimilation, and racism continue to affect the lived realities of Aboriginal peoples. Added to this is the widespread exclusion of our peoples from accessing and managing traditional homelands. These factors compound the trauma of these unprecedented fires.

As Australia picks up the pieces from these fires, it’s more important than ever to understand the unique grief that Aboriginal peoples experience. Only through this understanding can effective strategies be put in place to support our communities to recover.

Perpetual grief

Aboriginal peoples live with a sense of perpetual grief. It stems from the as-yet-unresolved matter of the invasion and subsequent colonization of our homelands.

While many instances of colonial trauma were inflicted upon Aboriginal peoples—including the removal of children and the suppression of culture, ceremony, and language—dispossession of Country remains paramount. Dispossessing people of their lands is a hallmark of colonization.

Australian laws have changed to partially return Aboriginal peoples’ lands and waters, and Aboriginal people have made their best efforts to advocate for more effective management of Country. But despite this, most of our peoples have been consigned to the margins in managing our homelands.

Aboriginal people have watched on and been ignored as homelands have been mismanaged and neglected.

Oliver Costello is chief executive of Firesticks Alliance, an Indigenous-led network that aims to reinvigorate cultural burning. As he puts it:

Since colonization, many Indigenous people have been removed from their land, and their cultural fire management practices have been constrained by authorities, informed by Western views of fire and land management.

In this way, settler-colonialism is not historical, but a lived experience. And the growing reality of climate change adds to these anxieties.

It’s also important to recognize that our people grieve not only for our communities, but for our nonhuman relations. Aboriginal peoples’ cultural identity comes from the land.

As such, Aboriginal cultural lives and livelihoods continue to be tied to the land, including landscape features such as waterholes, valleys, and mountains, as well as native animals and plants.

The decimation caused by the fires deeply affects the existence of Aboriginal peoples and, in the most severely hit areas, threatens Aboriginal groups as distinct cultural beings attached to the land. As The Guardian’s Indigenous affairs editor Lorena Allam recently wrote:

Like you, I’ve watched in anguish and horror as fire lays waste to precious Yuin land, taking everything with it—lives, homes, animals, trees—but for First Nations people, it is also burning up our memories, our sacred places, all the things which make us who we are.

For Aboriginal people then, who live with the trauma of dispossession and neglect and now, the trauma of catastrophic fire, our grief is immeasurably different from that of non-Indigenous people.

Bushfire recovery must consider culture

As we come to terms with the fires’ devastation, Australia must turn its gaze to recovery. The field of community recovery offers valuable insights into how groups of people can come together and move forward after disasters.

But an examination of research and commentary in this area reveals how poorly non-Indigenous Australia (and indeed, the international field of community recovery) understands the needs of Aboriginal people.

The definition of “community” is not explicitly addressed, and thus is taken as a single socio-cultural group of people.

But research in Australia and overseas has demonstrated that for Aboriginal people, healing from trauma—whether historical or contemporary—is a cultural and spiritual process, and inherently tied to land.

The culture-neutral standpoint in community recovery research as yet does not acknowledge these differences. Without considering the historical, political, and cultural contexts that continue to define the lives of Aboriginal peoples, responses to the crisis may be inadequate and inappropriate.

Resilience in the face of ongoing trauma

The long-term effects of colonization has meant Aboriginal communities are (for better or worse) accustomed to living with catastrophic changes to their societies and lands, adjusting and adapting to keep functioning.

Experts consider these resilience traits as integral for communities to survive and recover from natural disasters.

In this way, the resilience of Aboriginal communities fashioned through centuries of colonization, coupled with adequate support, means Aboriginal communities in fire-affected areas are well placed to not only recover, but to do so quickly.

This is a salient lesson for agencies and other non-government organizations entrusted to lead the disaster recovery process.

The community characteristics that enable effective and timely community recovery, such as close social links and shared histories, already exist in the Aboriginal communities affected.

Moving forward

The agency in charge of leading the recovery in bushfire-affected areas must begin respectfully and appropriately. And they must be equipped with the basic knowledge of our peoples’ different circumstances.

It’s important to note this isn’t “special treatment.” Instead, it recognizes that policy and practice must be fit-for-purpose and, at the very least, not do further harm.

If agencies and non-government organizations responsible for leading the recovery from these fires aren’t well-prepared, they risk inflicting new trauma on Aboriginal communities.

The National Disability Insurance Agency offers an example of how to engage with Aboriginal people in culturally sensitive ways. This includes thinking about Country, culture, and community, and working with each community’s values and customs to establish respectful, trusting relationships.

The new bushfire recovery agency must use a similar strategy. This would acknowledge both the historical experiences of Aboriginal peoples and our inherent strengths as communities that have not only survived, but remain connected to our homelands.

In this way, perhaps the bushfire crisis might have some positive longer-term outcomes, opening new doors to collaboration with Aboriginal people, drawing on our strengths and values, and prioritizing our unique interests.

BlackRock reveals its Eco-Strategy

In a letter to investors Tuesday, Larry Fink, CEO of money management firm BlackRock, announced the company would prioritize the climate crisis in deciding on investments and strategies going forward—a major victory for the environmental movement.

The new direction for BlackRock, the largest investment firm in the world which manages assets of around $6.96 trillion, is the result of a hard-fought effort by a group of dedicated activists, tweeted 350 Action co-founder Bill McKibben.

"This is a massive victory for a small band of fighters," said McKibben.

"It gives us enormous confidence as we take on the giant banks," he added. "When we start to fight we start to win."
As Common Dreams reported last week, a new campaign called "Stop the Money Pipeline" is aimed at stopping financial support for the fossil fuel industry and has BlackRock as one of its primary targets.

Fink says in his letter to investors that he believes "we are on the edge of a fundamental reshaping of finance."

"The evidence on climate risk is compelling investors to reassess core assumptions about modern finance," Fink wrote.

According to the New York Times:
The firm, he wrote, would also introduce new funds that shun fossil fuel-oriented stocks, move more aggressively to vote against management teams that are not making progress on sustainability, and press companies to disclose plans "for operating under a scenario where the Paris Agreement’s goal of limiting global warming to less than two degrees is fully realized."
Diana Best, senior strategist for the Sunrise Project, said in a statement that Fink's letter was a welcome first step.

"BlackRock beginning its shift of capital out of fossil fuels, including today's divestment of coal in its actively managed funds, is a fantastic start and instantly raises the bar for competitors such as Vanguard and State Street Global Advisors," said Best. "We will be looking for additional leadership from the company in, as Larry Fink put it, 'fundamentally reshaping finance to deal with climate change,' including additional shifts of capital out of fossil fuels."

Sunrise Project is a key player in the BlackRock's Big Problem campaign.

Climate advocates celebrated the letter as a victory for years of activism and protest, but warned that the firm would have to be held accountable for its behavior going forward.

"BlackRock's coal divestment decision is yet another significant blow to the already dying market, yet major banks like Barclays continue to prop up coal-heavy companies," said ShareAction campaign manager Jeanne Martin. "If BlackRock is serious about its commitment to phase out thermal coal, it should use its voting rights to get major coal financiers to do the same."

In a statement, the Sierra Club's campaign representative Ben Cushing said BlackRock's decision was a watershed moment while warning the letter needs to be backed up by immediate and concrete action to divest from dirty investments.

"As the biggest financial institution in the world, BlackRock's announcement today is a major step in the right direction and a testament to the power of public pressure calling for climate action," said Cushing. "But BlackRock will continue to be the world's largest investor in coal, oil, and gas."

"It is time to turn off the money pipeline to dirty fossil fuels for good," Cushing added..

Solving Climate Change

The Green New Deal resolution that was introduced into the U.S. House of Representatives in February hit a wall in the Senate, where it was called unrealistic and unaffordable. In a Washington Post article titled “The Green New Deal Sets Us Up for Failure. We Need a Better Approach,” former Colorado governor and Democratic presidential candidate John Hickenlooper framed the problem like this:
The resolution sets unachievable goals. We do not yet have the technology needed to reach “net-zero greenhouse gas emissions” in 10 years. That’s why many wind and solar companies don’t support it. There is no clean substitute for jet fuel. Electric vehicles are growing quickly, yet are still in their infancy. Manufacturing industries such as steel and chemicals, which account for almost as much carbon emissions as transportation, are even harder to decarbonize. 
Amid this technological innovation, we need to ensure that energy is not only clean but also affordable. Millions of Americans struggle with “energy poverty.” Too often, low-income Americans must choose between paying for medicine and having their heat shut off. …
If climate change policy becomes synonymous in the U.S. psyche with higher utility bills, rising taxes and lost jobs, we will have missed our shot. …

The problem may be that a transition to 100% renewables is the wrong target. Reversing climate change need not mean emptying our pockets and tightening our belts. It is possible to sequester carbon and restore our collapsing ecosystem using the financial resources we already have, and it can be done while at the same time improving the quality of our food, water, air and general health.

The Larger Problem – and the Solution – Is in the Soil

Contrary to popular belief, the biggest environmental polluters are not big fossil fuel companies. They are big agribusiness and factory farming, with six powerful food industry giants – Archer Daniels Midland, Cargill, Dean Foods, Dow AgroSciences, Tyson and Monsanto (now merged with Bayer) – playing a major role.

Oil-dependent farming, industrial livestock operations, the clearing of carbon-storing fields and forests, the use of chemical fertilizers and pesticides, and the combustion of fuel to process and distribute food are estimated to be responsible for as much as one-half of human-caused pollution. 

Climate change, while partly a consequence of the excessive relocation of carbon and other elements from the earth into the atmosphere, is more fundamentally just one symptom of overall ecosystem distress from centuries of over-tilling, over-grazing, over-burning, over-hunting, over-fishing and deforestation.

Big Ag’s toxin-laden, nutrient-poor food is also a major contributor to the U.S. obesity epidemic and many other diseases. Yet these are the industries getting the largest subsidies from U.S. taxpayers, to the tune of more than $20 billion annually. We don’t hear about this for the same reason that they get the subsidies – they have massively funded lobbies capable of bribing their way into special treatment.

The story we do hear, as Judith Schwartz observes in The Guardian, is, “Climate change is global warming caused by too much CO2 in the atmosphere due to the burning of fossil fuels. We stop climate change by making the transition to renewable energy.” Schwartz does not discount this part of the story but points to several problems with it:
One is the uncomfortable fact that even if, by some miracle, we could immediately cut emissions to zero, due to inertia in the system it would take more than a century for CO2 levels to drop to 350 parts per million, which is considered the safe threshold. Plus, here’s what we don’t talk about when we talk about climate: we can all go solar and drive electric cars and still have the problems – the unprecedented heat waves, the wacky weather – that we now associate with CO2-driven climate change.
But that hasn’t stopped investors, who see the climate crisis as simply another profit opportunity. According to a study by Morgan Stanley analysts reported in Forbes in October, halting global warming and reducing net carbon emissions to zero would take an investment of $50 trillion over the next three decades, including $14 trillion for renewables; $11 trillion to build the factories, batteries and infrastructure necessary for a widespread switch to electric vehicles; $2.5 trillion for carbon capture and storage; $20 trillion to provide clean hydrogen fuel for power, cars and other industries, and $2.7 trillion for biofuels.

The article goes on to highlight the investment opportunities presented by these challenges by recommending various big companies expected to lead the transition, including Exxon, Chevron, BP, General Electric, Shell and similar corporate giants – many of them the very companies blamed by Green New Deal advocates for the crisis.

A Truly Green New Deal

There is a much cheaper and faster way to sequester carbon from the atmosphere that doesn’t rely on these corporate giants to transition us to 100% renewables. Additionally, it can be done while at the same time reducing the chronic diseases that impose an even heavier cost on citizens and governments. Our most powerful partner is nature itself, which over hundreds of millions of years has evolved the most efficient carbon sequestration system on the planet. As David Perry writes on the World Economic Forum website:
This solution leverages a natural process that every plant undergoes, powered by a source that is always available, costs little to nothing to run and does not cause further pollution. This power source is the sun, and the process is photosynthesis. 
A plant takes carbon dioxide out of the air and, with the help of sunlight and water, converts it to sugars. Every bit of that plant – stems, leaves, roots – is made from carbon that was once in our atmosphere. Some of this carbon goes into the soil as roots. The roots, then, release sugars to feed soil microbes. These microbes perform their own chemical processes to convert carbon into even more stable forms.
Perry observes that before farmland was cultivated, it had soil carbon levels of from 3% to 7%. Today, those levels are roughly 1% carbon. If every acre of farmland globally were returned to a soil carbon level of just 3%, 1 trillion tons of carbon dioxide would be removed from the atmosphere and stored in the soil – equal to the amount of carbon that has been drawn into the atmosphere since the dawn of the Industrial Revolution 200 years ago. The size of the potential solution matches the size of the problem.

So how can we increase the carbon content of soil? Through “regenerative” farming practices, says Perry, including planting cover crops, no-till farming, rotating crops, reducing chemicals and fertilizers, and managed grazing (combining trees, forage plants and livestock together as an integrated system, a technique called “silvopasture”). 

These practices have been demonstrated to drive carbon into the soil and keep it there, resulting in carbon-enriched soils that are healthier and more resilient to extreme weather conditions and show improved water permeability, preventing the rainwater runoff that contributes to rising sea levels and rising temperatures. Evaporation from degraded, exposed soil has been shown to cause 1,600% more heat annually than all the world’s powerhouses combined. Regenerative farming methods also produce increased microbial diversity, higher yields, reduced input requirements, more nutritious harvests and increased farm profits.

These highly favorable results were confirmed by Paul Hawken and his team in the project that was the subject of his best-selling 2016 book, “Drawdown: The Most Comprehensive Plan Ever Proposed to Reverse Global Warming.” The project involved evaluating the 100 most promising solutions to the environmental crisis for cost and effectiveness. 

The results surprised the researchers themselves. The best-performing sector was not “Transport” or “Materials” or “Buildings and Cities” or even “Electricity Generation.” It was the sector called “Food,” including how we grow our food, market it and use it. Of the top 30 solutions, 12 were various forms of regenerative agriculture, including silvopasture, tropical staple trees, conservation agriculture, tree intercropping, managed grazing, farmland restoration and multistrata agroforestry.

How to Fund It All

If regenerative farming increases farmers’ bottom lines, why aren’t they already doing it? For one thing, the benefits of the approach are not well known. But even if they were, farmers would have a hard time making the switch. As noted in a Rolling Stone article titled “How Big Agriculture Is Preventing Farmers From Combating the Climate Crisis”:
[I]implementing these practices requires an economic flexibility most farmers don’t have, and which is almost impossible to achieve within a government-backed system designed to preserve a large-scale, corporate-farming monoculture based around commodity crops like corn and soybeans, which often cost smaller farmers more money to grow than they can make selling.
Farmers are locked into a system that is destroying their farmlands and the planet, because a handful of giant agribusinesses have captured Congress and the regulators. One proposed solution is to transfer the $20 billion in subsidies that now go mainly to Big Ag into a fund to compensate small farmers who transition to regenerative practices. We also need to enforce the antitrust laws and break up the biggest agribusinesses, something for which legislation is now pending in Congress.

At the grassroots level, we can vote with our pocketbooks by demanding truly nutritious foods. New technology is in development that can help with this grassroots approach by validating how nutrient-dense our foods really are. 

One such device, developed by Dan Kittredge and team, is a hand-held consumer spectrometer called a Bionutrient Meter, which tests nutrient density at point of purchase. The goal is to bring transparency to the marketplace, empowering consumers to choose their foods based on demonstrated nutrient quality, providing economic incentives to growers and grocers to drive regenerative practices across the system. 

Other new technology measures nutrient density in the soil, allowing farmers to be compensated in proportion to their verified success in carbon sequestration and soil regeneration.

Granted, $20 billion is unlikely to be enough to finance the critically needed transition from destructive to regenerative agriculture, but Congress can supplement this fund by tapping the deep pocket of the central bank. In the last decade, the Fed has demonstrated that its pool of financial liquidity is potentially limitless, but the chief beneficiaries of its largess have been big banks and their wealthy clients. 

We need a form of quantitative easing that actually serves the local productive economy. That might require modifying the Federal Reserve Act, but Congress has modified it before. 

The only real limit on new money creation is consumer price inflation, and there is room for a great deal more money to be pumped into the productive local economy before that ceiling is hit than is circulating in it now. The bottom line is that saving the planet from environmental destruction is not only achievable, but that by focusing on regenerative agriculture and tapping up the central bank for funding, the climate crisis can be addressed without raising taxes and while restoring our collective health.

Australian Apocalypse

Bulls cannot breed at Inverell. They are becoming infertile from their testicles overheating. Mares are not falling pregnant, and through the heat, piglets and calves are aborting.

My work as a veterinarian has changed so much. While I would normally test bulls for fertility, or herds of cattle for pregnancy, I no longer do, because the livestock has been sold. A client’s stud stock in Inverell has reduced from 2000 breeders to zero.

I once assisted farmers who have spent their lives developing breeding programs, with historic bloodlines that go back 80 years. These stud farmers are now left with a handful of breeders that they can’t bear to part with, spending thousands keeping them fed, and going broke doing it.

Cattle that sold for thousands are now in the sale yards at $70 a head. Those classed as too skinny for sale are costing the farmer $130 to be destroyed.

They are all gone and it was all for nothing. The paddocks are bare, the dams dry, the grass crispy and brown. The whole region has been completely destocked and is devoid of life.

For 22 years, I have been the vet in this once-thriving town in northern NSW, which, as climate change continues to fuel extreme heat, drought and bushfires, has become hell on Earth.

Here, we are seeing extreme weather events like never before. The other day we had about eight centimetres of rain in 20 minutes. These downpours are like rain bombs. They are so ferocious that a farmer lost all of his fences, and all it did was silt up the dam so he had to use a machine to excavate the mud.

Most farmers in my district have not a blade of grass remaining on their properties. Topsoil has been blown away by the terrible, strong winds this spring and summer. We have experienced the hottest days that I can remember, and right now I can’t even open any windows because my eyes sting and lungs hurt from bushfire smoke.

For days, I have watched as the bushland around us went up like a tinderbox. I just waited for the next day when my clinic would be flooded with evacuated dogs, cats, goats and horses in desperate need of water and food.

The impact of the drought on wildlife is devastating to watch, too. Members of the public are bringing us koalas, sugar gliders, possums, galahs, cockatoos and kangaroos on a daily basis.

The koalas affect me the most. To see these gorgeous, iconic animals dying from thirst is too hard to bear. We save some, but we lose just as many.

The whole town is devastated. My business has halved. But with no horses to breed, no cattle to test and care for, what am I going to do? I have worked day and night to build a future for my family, but who would want to buy our property out here?

Who would want to buy a vet clinic in a town where there are no animals to treat because it’s too hot and dry? Where the cattle become infertile from the 40-degree heat. All this on black, baked ground.

I am 53 years old. Can I start again?

Climate change for us is every day, and I am not suffering on the same level as my friends, my clients and the helpless animals I treat. As a veterinarian I am becoming more and more distressed, not just about the state of my town, but the whole world.

Personally, I have had weeks when I just cry. It just bloody hurts me. I also have times when I get really angry and I start to swear, which I have never done in my life.

I also have times when I think about the potential this country has to create a renewable future with clean, green energy, and end our reliance on fossil fuels.

You only have to look at how resilient our farmers are in the face of devastating, extreme weather conditions to understand that we can make a powerful, meaningful difference to our future.

The government has no idea what it’s like for us. It has no empathy. Its members don't know how much it hurts when they just say yes to another coal mine.

I would invite Scott Morrison to come and see what life in Inverell is like. In case he chooses not to, I'll paint this picture for the country and hope people can start to realise and understand the devastating impact climate change is having.

I hope they will take a stand for the people, the places and the animals whose voices are too small for him to hear.



Kauai Expanding Military Role

In the 76 years since Pearl Harbor catapulted Hawaii onto center stage of America’s Pacific war efforts, the islands’ importance to the Pentagon have only grown. Today, Hawaii hosts 142 sites (military bases and facilities) and, from its headquarters at Camp H.M. Smith on Oahu, U.S. Pacific Command (USPACOM) oversees America’s military operations across half the planet. It’s difficult to overstate Hawaii’s importance to the military and increasingly, that includes the island of Kauai.

Since 1940, Kauai has been used as a military landing field, quietly cultivated as a site capable of hosting a broad range of military operations from aviation and underwater testing to amphibious and ground assault training, testing cluster bombs and drones, missile launches, telemetry, radar, and low orbit rocket launches.Enjoying this article? The Garden Island, as Kauai is known, is home to the Pacific Missile Range Facility (PMRF), which describes itself as “the world’s largest instrumented multi-environment range, capable of providing complex and realistic training scenarios.” A spokesman for the naval base said, “PMRF is unique in that it can simultaneously support surface, subsurface, air, and space training scenarios.”

Every two years, PMRF plays a role in Rim of the Pacific (RIMPAC), the world’s largest maritime exercise. In 2016, U.S. Marines and three allied nations conducted a simulated helicopter raid in support of “amphibious, offensive, defensive, and stability operations” at PMRF and the base supported SINKEX, an exercise in which decommissioned naval ships are used for practicing live-fire sinking.
Doing Big Things for Important People
As a missile testing and training facility, PMRF is said to be admired in Israeli defense circles. It’s also valued by NASA, the University of Hawaii, and defense contractors like Lockheed Martin, Raytheon, General Atomics, and Northrop Grumman.

PMRF was critical in testing the Aegis Ashore ballistic missile defense system as well as Terminal High Altitude Area Defense (THAAD), the mobile missile defense system deployed on Guam and now in South Korea. PMRF also served as the launching ground for the Advanced Hypersonic Weapon, a system designed to strike a 6,000 km range in 35 minutes with an accuracy of ten meters.

PMRF’s commanding officer declined to comment for this story but in 2013, PMRF’s former commanding officer told Kauai’s local newspaper, “We’re doing big things for very important people all across the globe.” Among those big things is providing a home to Sandia National Laboratories’ Kauai Test Facility (KTF) which was established in 1963 in support of the Atomic Energy Commission’s Operation Dominic series of 36 high-altitude nuclear weapons tests in the Pacific.

Since its founding, the 130-acre KTF has supported at least 443 launches and provided resources for assembling, testing, and launching test vehicles on Kauai and elsewhere. Sandia describes KTF as a national asset that offers a laundry list of services from weapons research and development, operational and missile defense testing, radar tracking, telemetry reception, and training and launch projects. Both Sandia and KTF declined to be interviewed for this story.

Combat Ready?
In 2016, PMRF made headlines when USPACOM’s Admiral Harry Harris said the military should consider transforming PMRF from a testing and training facility into a combat ready missile defense base. At that time, PMRF dismissed the idea of serving as an operational facility. When asked again in April, a PMRF spokesman responded: “[PMRF] has not changed and… continues to test technology and train the fleet. The Aegis Ashore Missile Defense Test Complex is a test asset and not an operational facility.”

But testifying before Congress on April 26, Harris said North Korea posed an immediate threat to Hawaii, again calling for a defensive radar system and missile interceptors in Hawaii. Kauai’s Congressional Representative Tulsi Gabbard (HI-02) has also been a vocal advocate for introducing a combat ready missile defense system in Hawaii but her fellow congresswoman, Rep. Colleen Hanabusa (HI-01), questioned the need, calling North Korean threats to Hawaii overstated.

‘Bird’ Watching on Kauai
The U.S. Marine Corps is also eyeing Kauai for testing and training CH-53 and H-1 helicopters and the MV-22 Osprey hybrid tilt-rotor aircraft. If approved, additional training would involve low altitude flights in the rugged mountains of west Kauai and the neighboring privately owned island of Niihau.

In an October 6, 2016 email, a Marine spokesman wrote, “No final decision has been made by the U.S. Marine Corps with respect to any new or additional aviation training to be conducted at Kauai or Niihau. The Marine Corps is completing an Environmental Assessment… before making a decision to carry out new or additional aviation training… ”

Despite this, at least four Osprey were filmed flying and landing at or near PMRF ten days earlier. Then, in January 2017, a Kauai resident recounted the surprise appearance of Osprey flying over a public beach some ten miles east of PMRF. He described the incident and uploaded a short clip here.

Previously a Marine spokesman said Kauai was selected, in part, based on past training conducted at these locations and the proximity to PMRF. However, a PMRF spokesman stated, “PMRF is not involved in testing of the MV-22 Osprey. In reference to MV-22 Osprey activities on Kauai, we recommend that you contact the U.S. Marine Corps…”

In September 2016, when the Marines published notification of the proposed increase in training, there was almost no awareness by local government officials. Six months later, in April, when asked about Osprey training, Hawaii State Rep. Daynette Morikawa, who represents west Kauai and Niihau, said she hadn’t heard any news and declined to comment.

Deadly crashes in Hawaii involving both the Osprey and CH-53E heavy-lift helicopters in 2015 and 2016, along with an Osprey crash in Okinawa last December, have raised concern among some, but many Kauai residents remain unaware of the aircraft’s presence. The Marine Corps plans to deploy an additional Osprey squadron (12 aircraft) to Hawaii in 2018.

Dolphins, Whales, and Long Range Strike Weapons
The waters northwest of Kauai include the Barking Sands Underwater Range Extension (BSURE), where the U.S. Air Force has announced a five-year plan (September 2017-August 2022) to test the Long Range Strike Weapons Systems Evaluation Program.

That plan calls for the use of multiple types of inert and live bombs and missiles delivered by bombers and fighter aircraft and requests authorization to take marine mammals incidental to conducting munitions testing.

In an email, a spokeswoman for the 53rd Wing Public Affairs Office cited the Marine Mammal Protection Act (MMPA)’s definition of take marine mammals as “to harass, hunt, capture, or kill, or attempt to harass, hunt, capture, or kill any marine mammal.” Incidental is defined as “unintentional, but not unexpected.”

The Air Force’s 86 Fighter Weapons Squadron’s request for a letter of authorization states that the proposed Long Range Strike Weapons and other munitions operations off Kauai could expose marine mammals to sound levels associated with Level A and B harassment.

Level A means “any act that injures or has the significant potential to injure a marine mammal.” Level B is described as “any act[s] that disturb… by causing disruption of natural behavioral patterns including, but not limited to, migration, surfacing, nursing, breeding, feeding, [etc.]…”

A total of nine species of whales, including humpback, melon-headed, and minke, and seven species of dolphins, including bottlenose, spinner, and striped, could be taken.

According to a NOAA spokeswoman, under the MMPA, NOAA Fisheries can “authorize impacts to marine mammals… provided [they] can ensure that the activity will have negligible impact on the affected species…” The Air Force has said, “No mortality is expected.”

Multiple requests for comment from the University of Hawaii Marine Mammal Research Program went unanswered.

A Shield or a Target?
Despite the breadth and frequency of military activities, most tourists on Kauai, and even many local residents, are scarcely aware of the military presence. Driving west toward PMRF along Kauai’s two-lane highway, a hand-painted wooden sign announces Hanapepe as “Kauai’s biggest little town.”

The sleepy community, better known as the fictitious setting for the Disney animated film Lilo & Stitch, is also home to a Hawaii Army National Guard (HIANG) Armory and the 299th Cavalry Regiment Combat Team Troop C.

It’s here, along the shoreline and by the mouth of the Hanapepe River that the 29th Infantry Brigade carries out monthly reconnaissance and infantry tactics training, preparing for the kind of battles they’ve faced in past deployments to Iraq and Afghanistan.

Here on Kauai, PMRF employs around 1,000 people (mostly Department of Defense and contract civilians) along with 90 active duty sailors. As one of Kauai’s top employers, the military is warmly regarded and touted as a way for the island’s youth to access high-tech and government employment.

It’s one reason why most residents (but not all) see nothing untoward when Kauai’s civilian airport is used for periodic touch and go exercises by the Hawaii Air National Guard’s F-22 Raptors or HIANG training in public, with camouflage-painted faces and firearms at the ready.

Kauai remains synonymous with beautiful beaches, dense tropical forests, and a laid-back island culture. But far from a sleepy Polynesian backwater removed from a troubled world, Kauai is an understated defense juggernaut with a growing role that leaves some wondering if all this weaponry serves more as a shield or a target.
