This just came through a comment on Stop Monsanto Protection Bill:
The rider was placed amongst what many in congress think are vital issues. This technique of burying critical legislation as parts of continuing resolutions or riders is anathema to real democracy.

"It looks like Farmer Assurance Provision, Sec. 735 aka the 'Monsanto Protection Act' has just passed the Senate, and is currently on its way to the House for confirmation."This Monsanto provision was a rider on a House Resolution 933: Department of Defense, Military Construction and Veterans Affairs, and Full-Year Continuing Appropriations Act, 2013
