Tepco Fukushima ice wall failing

It has been nearly two-and-a-half years since TEPCO decided to give its "Game of Thrones"-inspired frozen water wall a second chance, despite initially experiencing difficulty getting the temperature low enough to freeze the ground water. At the time, we questioned their sanity, but pointed out that "wasting" tens of billions of yen on the project would, at the very least, help out the region's badly damaged GDP...

...But today, with two years before the Tokyo Games, the Japanese utility company admitted to Reuters that the costly "ice wall" (more like an ice floor, it's essentially a ground barrier consisting of frozen soil) is failing to stop groundwater from seeping into the ruined nuclear reactors at the ruined Fukushima Dai-ichi nuclear plant.

The wall's failure, among other factors, is preventing the company from removing all of the radioactive melted fuel at the site, where one of the world's worst-ever nuclear disasters unfolded seven years ago when a tsunami struck the area.

When the "ice wall" was announced in 2013, TEPCO assured skeptics that it would effectively limit the flow of groundwater into the plant's basement, where the water becomes contaminated with radioactive debris.

But since the wall became fully operational in August 2017, an average of 141 metric tonnes of groundwater has seeped into the reactor and turbines each day - worse than the 132 metric tonnes a day that seeped into the ruined plant during the nine months before the wall's completion.

That's far from the "nearly nothing" that TEPCO executives promised.

The unplanned groundwater seepage has delayed TEPCO’s clean-up at the site, the company said, and may undermine the entire decommissioning process for the plant, which the utility is tasked with cleaning up before the 2020 Olympics, though in reality, the process will likely take decades.

What's worse, the continuing seepage has created more toxic water that Tepco must pump out and store in cumbersome containers. The company says it will run out of space for the water by early 2021.

One nuclear regulator who spoke with Reuters said he believed the wall had been oversold.
"I believe the ice wall was ‘oversold’ in that it would solve all the release and storage concerns," said Dale Klein, the former chairman of the U.S. Nuclear Regulatory Commission and the head of an external committee advising Tepco on safety issues.
"The hydrology of the Fukushima site is very complicated and thus the exact water flow is hard to predict," he said, "especially during heavy rains."
Depending on the level of rain, the amount of water flowing into the ruined plant can fluctuate between 83 tons during a dry month to 866 during a typhoon.

A government panel blasted the ice wall on Wednesday, saying it was only partially effective. What's worse, the ice wall was supposed to be a crucial element of Japan's plan to show that it has the cleanup effort under control.

The failure is bad news for area fishermen, because the government's only other viable solution appears to be emptying tritium-laced water into the Pacific Ocean - which has angered locals, and probably should anger the international community as well.

Associated Press, Nov 26, 2017: Japan is poised to flood the Pacific with one million tons of nuclear water contaminated by the Fukushima power plant

The Japanese government is being urged by experts to gradually release radioactive water in to the Pacific Ocean…

 The water is stored on site in around 900 large and densely packed tanks and could spill should another major disaster strike. The government has been urged to release the water into the ocean…

Local fishermen are extremely hesitant to this solution…

The amount of radioactive water at Fukushima is still growing, by 150 tonnes a day. The reactors are damaged beyond repair, but cooling water must be constantly pumped in to keep them from overheating. That water picks up radioactivity before leaking out of the damaged containment chambers and collecting in the basements…

 “Our recovery effort up until now would immediately collapse to zero if the water is released,” Iwaki abalone farmer Yuichi Manome said…

  • As Fukushima city resident Shiina Chieko observed, the majority of people seem to have adopted denial as a way to excise the present danger from their consciousness. Her sister-in-law, for example, ignored her son’s ‘continuous nosebleeds’, while her mother had decided that the community must endure by pretending that things were no different from pre-3.11 conditions.   • Some, such as Yokota Asami (40 years old), a small business owner and mother from Kōriyama (60 km from FDNPS), demonstrated initiative in voluntarily evacuating her family. She decided to return (wearing goggles and a mask, she joked) in September 2011 when her son’s regular and continuous nosebleeds (in 30-minute spells) subsided. The Yokotas found themselves the victims of bullying when they called attention to radiation dangers… Her son was the only one to put up his hand when he was asked along with 300 fellow junior high school students if he objected to eating locally produced school lunches. He also chose not to participate in outdoor exercise classes and to go on respite trips instead. When it came time to take the high school entrance exam, he was told by the school principal that those who took breaks could not pass. He took the exam and failed. When he asked to see his results he found that he had, in fact, enough points to pass (the cut-off was 156 while he received 198 out of 250 points).   • Asami reported that doctors undertook paediatric thyroid operations while denying any correlation (inga kankei) with radiation exposures. They also urged their patients to keep their thyroid cancer a secret… Yokota also indicated she knew of students having sudden heart attacks and developing leukaemia and other illnesses.   • This seems to be supported by Mr Ōkoshi, a Fukushima city resident, whose two daughters experienced stillbirths after 3.11. While Ōkoshi found that doctors have regularly advised women in the area to abort after 3.11, presumably to avoid miscarriages and defects, they do not discuss direct causes. He also observed regular illnesses experienced by many of his friends, and some sudden deaths. After a friend (62 years old) started saying strange things, he was diagnosed with brain dysfunction. He died quickly. Another friend (53 years old) was advised by a doctor to monitor a polyp in her breast. When she sought second opinions, she discovered she had accumulated an internal dose of 22 mSv and had a rapidly developing liver cancer. She also died quickly.   • Thirteen commonly consumed types of fish caught in the North Pacific and locally available in Hawaii were analyzed using gamma spectroscopy to measure Fukushima-derived and historic 134 Cs and 137 Cs isotopes.
  • All fish samples had detectable 137 Cs above 95% Confidence Intervals. Three out of the thirteen samples had 134 Cs, an isotope indicative of Fukushima releases, detected above 95% Confidence Intervals.
  • The highest 134 Cs and 137 Cs concentration in the examined species was in ahi tuna carrying 0.10±0.04 Bq/kg and 0.62±0.05 Bq/kg, respectively. Other samples with 134 Cs activities found above their 2-sigma uncertainty were albacore tuna and swordfish…

Tepco robot finds melted core

Robot spots suspected debris of melted fuel for first time since 2011 earthquake and tsunami destroyed the plant.

Images captured by an underwater robot on Saturday showed massive deposits believed to be melted nuclear fuel covering the floor of a damaged reactor at Japan’s destroyed Fukushima nuclear plant.

The robot found large amounts of solidified lava-like rocks and lumps in layers as thick as 1m on the bottom inside a main structure called the pedestal that sits underneath the core inside the primary containment vessel of Fukushima’s Unit 3 reactor, said the plant’s operator, Tokyo Electric Power Co.

On Friday, the robot spotted suspected debris of melted fuel for the first time since the 2011 earthquake and tsunami caused multiple meltdowns and destroyed the plant. The three-day investigation of Unit 3 ended on Saturday.

Locating and analysing the fuel debris and damage in each of the plant’s three wrecked reactors is crucial for decommissioning the plant. The search for melted fuel in the two other reactors has so far been unsuccessful because of damage and extremely high radiation levels.

During this week’s probe, cameras mounted on the robot showed extensive damage caused by the core meltdown, with fuel debris mixed with broken reactor parts, suggesting the difficult challenges ahead in the decades-long decommissioning of the plant.

TEPCO spokesman Takahiro Kimoto said it would take time to analyse the debris in the images to figure out removal methods.

Tepco plan to dump tainted water

Despite the objections of local fishermen, the tritium-tainted water stored at the Fukushima No. 1 nuclear plant will be dumped into the sea, a top official at Tokyo Electric says.

“The decision has already been made,” Takashi Kawamura, chairman of Tokyo Electric Power Company Holdings Inc., said in a recent interview with the media.

Tritium typically poses little risk to human health unless ingested in high amounts, and ocean discharges of diluted volumes of tritium-tainted water are a routine part of nuclear power plant operations. This is because it is a byproduct of nuclear operations but cannot be filtered out of water.

As of July 6, about 777,000 tons were stored in about 580 tanks at the Fukushima plant, which is quickly running out of space.

Tepco’s decision has local fishermen worried that their livelihood is at risk because the radioactive material will further mar public perceptions about the safety of their catches.

Kawamura’s remarks are the first by the utility’s management on the sensitive matter. Since the March 2011 meltdowns were brought under control, the Fukushima No. 1 plant has been generating tons of toxic water that has been filling up hundreds of tanks at the tsunami-hit plant.

Kawamura’s comments came at a time when a government panel is still debating how to deal with the tritium issue, including whether to dump it all into sea.

Saying its next move is contingent on the panel’s decision, Kawamura hinted in the interview that Tepco will wait for the government’s decision before actually releasing the tainted water into the sea.

“We cannot keep going if we do not have the support of the state” as well as Fukushima Prefecture and other stakeholders, he said.

Toxic water at the plant is being treated by a complex water-processing system that can remove 62 different types of radioactive materials except tritium.

Shunichi Tanaka, chairman of the Nuclear Regulation Authority, has been urging Tepco to release the water. Kawamura says he feels emboldened to have the support of the NRA chairman.

But fishermen who make their livelihoods from sea life near the plant are opposed to the releases because of how the potential ramifications will affect their lives.

“Releasing (tritium) into the sea will create a new wave of unfounded rumors, making our efforts all for naught,” said Kanji Tachiya, head of a local fishermen cooperative.

Tachiya, of the cooperative that includes fishermen from the towns of Futaba and Okuma, which host the plant, took a swipe at Tepco’s decision, saying there has been “no explanation whatsoever from Tepco to local residents.”

On March 11, 2011, tsunami inundated the six-reactor plant, situated 10 meters above sea level, and flooded the power supply, causing a station blackout. The cooling systems of reactors 1, 2 and 3 were thus crippled, leading to core meltdowns that became the world’s worst nuclear disaster since Chernobyl in 1986.

Water is being constantly injected into the leaking reactors to keep the molten fuel cool, creating tons of extremely toxic water 24/7. Although it is filtered through a complex processing system, extracting the tritium is virtually impossible.

Tokyo Electric backed off its tritium-dumping decision Friday after disaster reconstruction minister Masayoshi Yoshino said it would cause problems for struggling fishermen trying to recover in Fukushima Prefecture.

The remarks made Friday by the Fukushima native came shortly after the chairman of Tokyo Electric Power Company Holdings Inc. was quoted as saying that the decision to discharge tritium-tainted water from the Fukushima No. 1 power plant into the sea had “already been made.”

After Tepco Chairman Takashi Kawamura’s remarks were widely reported, the utility scrambled to make a clarification the same day.

According to Tepco’s clarification, Kawamura meant to say that there was “no problem” with the dumping plan, based on government guidelines and “scientific and technological standards.” The statement also said that no final decision had been made.

A government panel is still debating how to deal with the massive amount of tainted water stored in tanks at the atomic plant, where three reactor cores melted after a huge earthquake in March 2011 spawned tsunami that devastated the region and knocked out all power at the plant.

Tritium typically poses little risk to human health unless ingested in high amounts. It remains in filtered water as it is difficult to extract on an industrial basis. Ocean discharges of diluted volumes of tritium-tainted water are a routine part of nuclear power plant operations.

At a news conference, Yoshino said there would “certainly be damage due to unfounded rumors” if the tainted water were dumped into the sea. He urged those pushing for the release “not to create fresh concerns for fishermen and those running fishing operations in Fukushima Prefecture.” He also asked them to take care not to drive fishermen “further toward the edge.”

Yoshino, who is not directly involved in the decision-making process for handling the water, was alluding to local concerns about how people’s livelihoods will be affected if people think marine products from Fukushima are contaminated with radiation. He added that while he is aware that many in the scientific community say the diluted water can be safely released, he remains opposed.

“As I am also a native of Fukushima Prefecture, I fully understand the sentiment of the people,” the minister said.

A high-tech filtering apparatus set up at the plant can remove 62 types of radioactive material but not tritium. As a result, tritiated water is building up continuously at the plant. As of July 6, about 777,000 tons were stored in about 580 tanks on the premises.
